The contracting authority shall enter into framework agreements for repair shop services for our vehicles. This includes service and inspection, maintenance, fault-finding, repairs, spare-parts, windscreens/glass, periodical vehicle controls (PKK) on chassis, and expert inspections on machinery and equipment in accordance with requirements given in the current laws and regulations. The contracting authority also requests repair shop service for changing and repairing tyres/rims, as well as tyre hotel storage service. The contracting authority is responsible for the administration of the vehicles during the agreement period. This means that the contracting authority is responsible for booking and following up appointments (including periodical vehicle controls (PKK), maintenance and service), contact and follow-up the agreement party, as well as collecting and delivering the vehicle to the repair shop.
The competition is divided into 4 lots:
— Lot 1 Chassis heavier than 3.5 tonnes with accompanying additions,
— Lot 2 Chassis lighter than 3.5 tonnes with accompanying additions,
— Lot 3 Construction machines,
— Lot 4 Tyres/rims.

The contracting authority has currently approx. 50 vehicles that shall be included in the agreement. Our fleet of vehicles is ‘vivid’. This means that the existing vehicles will be removed from the agreement when they no longer are included in our fleet of vehicles. However, new vehicles will be added during the agreement period.

Qualification requirements
Tenderers shall be registered in a company register, professional register or a trade register in the country where the tenderer is established.
Documentation:
Norwegian companies: Company registration certificate
Foreign companies: Verification that the tenderer is registered in a company register, professional register or a trade register in the country where the tenderer is established.
The certificate must not be older than 12 months from the tender deadline.

Qualification requirements
The tenderer must have the financial capacity to carry out the assignment / comply with the contractual obligations. Tenderers are required to be credit worthy and have satisfactory liquidity and solidity, minimum score AA or equivalent.
Documentation:
Credit rating based on the most recent financial figures. The credit rating must not be older than 3 months. The rating shall be carried out by a credit rating company with licence to carry out this service.

Tenderers shall have experience from similar contracts.

Completed annex 8. A description of the three most relevant equivalent deliveries in the last 3 years. Including information about the value, time and recipient (name, telephone and email). The contracting authority must be given the authority to contact the person in question. The references will only be contacted if required.

Tenderers are required to have a quality assurance system.
Documentation of the quality assurance system. An account of the tenderer's existing routines and documentation that the requirement for a quality assurance system/management system applicable for the assignment is covered. If this is described in the tenderer's quality assurance system in accordance with ISO 9001 or equivalent, documentation of this can be enclosed.

Tenderers are required to have an environmental management system.
Documentation requirement
Documentation of an environmental management system. Copies of any certificates, such as ISO 14001, EMAS, Miljøfyrtårn or equivalent, are to be enclosed. If a tenderer does not have an environment management system, the tenderer must be willing to implement one within 6 months of the contract being signed. This shall be documented in writing.

Electronic completed ESPD — section II D and a self-declaration. If a tenderer must rely on another company's competence or capacity to fulfil a qualification requirement, a separate ESPD form must be enclosed for this sub-supplier.

(1) The contracting authority can enter into a contract after the waiting period has expired at the earliest, this period is determined by the contracting authority. The waiting period shall be at least 10 days calculated from the day after the notification on the chosen tenderer has been sent. If the contracting authority has made an exception from the requirement for using electronic communication, the waiting period shall be a minimum of 15 days.
