The main objective of this procurement is to award non-exclusive parallel Framework Agreements with minimum 2 and up to 4 providers representing different Cloud Service providers for the purchase of public cloud IaaS and PaaS and related support (the Services). The purpose is also to award the First Call-off and to choose the preferred provider for the Services during the duration of the Framework Agreement. The participants should note that the decision of the exact scope of the procurement will be subject to clarifications throughout the procurement dialogue process, and that the scope within the legal framework of the procurement regulations, thus may be adjusted. The estimated total value is only an estimate and could be adjusted higher and lower. NBIM is not bind to the estimate. Please refer to the tender documents for more detailed description.

The main objective of this procurement is to award non-exclusive parallel Framework Agreements with minimum 2 and up to 4 providers representing different Cloud Service providers for the purchase of public cloud IaaS and PaaS and related support (the Services). The purpose is also to award the First Call-off and to choose the preferred provider for the Services during the duration of the Framework Agreement. The participants should note that the decision of the exact scope of the procurement will be subject to clarifications throughout the procurement dialogue process, and that the scope within the legal framework of the procurement regulations, thus may be adjusted. NBIM recognizes that a Reseller can resell Services from multiple CSPs. A participant may submit parallel tenders based upon different CSPs to the degree such solutions have not been eliminated during the procedure.

NBIM's current strategy is to transition to cloud services to achieve scalability and efficiency.

NBIM is a global organisation with approximately 500 employees in 5 offices — Oslo, New York, London, Singapore, and Shanghai. Due to the nature of the asset management processes, including trading and settlements, there are high requirements related to availability, security, and performance of the infrastructure delivery.

The scope of this procurement is to acquire public cloud Infrastructure as a Service (IaaS), Platform as a Service (PaaS) and related support and technical advisory services. The scope also includes any closely related or required services including software (e.g. licences) required to monitor or in any other way required to deliver these services effectively, including Software as a Service (SaaS). Private Cloud services and managed hybrid Cloud services are out of scope for this procurement.

The PaaS and IaaS public cloud services NBIM is seeking to procure include, but are not limited to, the following categories:

— Compute: Compute capacity (e.g. virtual servers, containers, serverless);

— Storage: Storage services (e.g. object, file and block);

— Network: Connectivity both outside and inside CSP premises;

— Data centre: Physical data centre infrastructure of CSPs and inter-operability of data centres;

— Managed Services (e.g. Operating Systems, Middleware, Runtimes): Services offered on top of the infrastructure composed of Network, Storage, Compute and Data centre services;

— Management and DevOps: Management tools and APIs proposed in the scope of the services;

— Security and controls: Security, Data Protection aspects and controls or technical requirements related to them;

— Billing: Invoicing, billing and cost reporting.

Support and technical advisory services related to PaaS and IaaS public cloud services which NBIM is seeking to procure include, but are not limited to, the following areas:

— 24x7 billing support,

— 24x7 technical support,

— Mission-critical workload support (e.g. rapid response),

— Dedicated account manager,

— Technical advisory services (e.g. architecture review, code review, migration approach, development, optimisation),

— Proactive services,

— Onsite support,

— Incident management,

— Training and/or e-learning.

The duration of this parallel framework agreement will be maximum 6 years, the same duration as the first call-off, including any renewals. However the exact number and duration of possible renewals will be decided during the dialogue. Any specific call-offs under the framework agreement may have longer or shorter duration depending on the investment/migration cost etc.

Objektive kriterier for å velge det begrensede antallet kandidater:

If more than 3 participants fulfil the qualification criteria, NBIM will select up to the 6 highest scoring participants on qualification criteria 4 (technical and professional experience) and 5 (technical capacity). Notwithstanding the above, there shall be participants representing at least 4 different CSPs among the up to 6 selected participants (given a sufficient number of acceptable applications). Furthermore, if there are more than two participants representing the same CSP, NBIM reserves the right only to select the best ranked two participants for further participation in the procurement process. Begrunnelse for rammeavtalen:

The framework agreement would not be that interesting to the providers without the first call-off. Due to high migration cost and risk, we find it necessary to have 6 years duration on the first call-off. As stated, the duration of the framework agreement must therefore be aligned.
