DSS shall enter into two sub-contracts: One framework agreement with one tenderer for the procurement of mobile telephones and additional equipment and one contract with one tenderer for repairs and user support for mobile telephones.
Separate tenders can be submitted for both contracts.
The contracts shall cover DSS and the joint ministries´ need for the procurement of mobile telephones and additional equipment but without any obligation to buy, as well as repairs and user support for mobile telephones in the contract period.

DSS shall enter into a framework agreement with a tenderer for the procurement of mobile telephones and additional equipment. The framework agreement shall cover the procurement of mobile telephones and additional equipment such as chargers, covers and headphones, etc. The framework agreement shall ensure DSS and the joint ministries flexibility as regards being able to purchase new mobile telephones and models from different manufacturers when the need arises. The contract is meant to be dynamic, so that other mobile telephones and additional equipment than the example products directly mentioned in the competition can be procured and which are currently security approved for use on the ministries´ joint ICT platform. The framework agreement can include all of the tenderer´s assortment within mobile telephones and associated additional equipment, as long as they are security approved for use on the joint platform.

Tenderers are to be aware that the intention is that this framework agreement will only be valid until Statens innkjøpssenter´s contracts for the procurement of mobile telephones are in place. DSS and the joint ministries plan to join this. There is, however, an option for an extension for up to 4 years, if there is a need for a separate contract.

The framework agreement is not exclusive. If there are particular needs, each ministry can establish separate contracts within the areas covered by this contract.
The scope of the contracts is difficult to estimate. The requirement for mobile telephones, additional equipment, repairs and user support in the joint ministries and DSS can vary a lot from year to year. This depends on the extent of reorganisations, the ministries´ structure, DSS´ role within ICT, sourcing strategies in DSS and grants. The total annual amount for both sub-contracts is estimated to be between NOK 10 000 000 - 25 000 000 excluding VAT. The estimate is based on consumption in an existing contract and is, thus, not binding for DSS.

The procurement´s value is estimated to be split with 70 % for procurements and 30 % for repairs/user support, but these are very uncertain figures and it will depend on tenderers´ offers.

The framework agreement for the procurement of mobile telephones and additional equipment shall be valid for 1 year from the date the contract is signed. There will be an option for a contract extension for a further 3 years, 1 year at a time.
Beskrivelse av opsjoner:
Other entities in the joint ministries shall have the option to use all or part of the framework agreement at any time during the contract or released option period and on the same terms as for DSS, including the Office of the Prime Minister, the Office of the Attorney General and NORAD. There will also be an option for extensions, cf. point II.2.7.

The contract shall cover DSS´ need for repairs of mobile telephones, SWAP services for mobile telephones and user support as regards the mobile telephones´ functionality in the contract period. A close geographical location to the government block is requested for user support, as the contract includes a service-desk with drop-in, where employees in the joint ministries can get technical support when needed.

The contract for repairs and user support for mobile telephones is not exclusive. For special needs, each ministry can establish separate contracts within areas covered by this procurement.
The contract extent is, as previously mentioned, difficult to estimate, see point II.2.4. As mentioned in point II.2.4, the procurement´s value is estimated to be split with 70 % for procurements and 30 % for repairs/user support, but these figures are very uncertain.
