Module-based postgraduate studies for school managers regarding schools' environment, bullying and other violations

In the parliamentary bill No 21 (2016-2017) ‘Desire to learn — early efforts and quality of the school’, the Norwegian Ministry of Education and Research suggests a module-based postgraduate service for headmasters and other school managers who have completed the Master programme in Educational Leadership or equivalent education. The measure is intended as a contribution to ensure the compliance with the requirement for systematic competence development for school managers, beyond the basic competence provided in the programmes for educational leadership.
This is a prequalification process and only prequalified tenderers will be invited to submit tenders. In accordance with the amendments in the Public Procurement Law and Regulations, the tender documentation and other tender documents must be attached the notice at this stage. The prequalification deadline is er 11.12.2017 and the tender deadline is 10.1.2018.

15.5.2017 the Ministry of Education and Research (the Assignment letter 10-17) gave the Norwegian Directorate for Education and Training the assignment to develop:
1) A framework for module-based postgraduate studies for educational leaders. The deadline was 15.10.2017.
2) A module for the postgraduate study offer for educational leaders with bullying and the learning environment as subjects. The start of the first module shall be by autumn 2018, at the latest. A complete description of the contract is stated in point 6 — the Requirement specification and annex 1.

From autumn 2018, 60 students places shall be offered.
The Norwegian Directorate for Education and Training makes reservation in relation to political decisions which can result in changes in the scope of the assignment.
Beskrivelse av fornyelser:
The Norwegian Directorate for Education and Research would like an option for an extension of parts of the assignment up to and including 31.12.2023.
The objective of the option is to continue the offer if the test period is successful.
The Norwegian Directorate for Education and Research will decide whether to take up the option by 31.12.2019.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Be up-to-date with tax, payroll tax and VAT payments. Tax certificate not older than 6 months (applies to Norwegian tenderers).
Tenderers shall be registered in a company register, professional register or a trade register in the country where the tenderer is established. Norwegian tenderers: Company Registration Certificate

The tenderer must substantiate capacity which makes it probable that the tenderer can provide the service, i.a. by substantiating sufficient HR capacity. General Information about the company with information of number of employees and company organisation structure shall also be stated.
