This procurement includes landline telephony and mobile telephony/mobile data traffic for both counties and all 30 municipalities in Agder. A number of municipal owned organisations will be able to join the contract as an option.

Agder has an ambition to be a leading region in the use of digital tools for the development of services in the municipal and county sector. This means that contracts that are signed for telephony must have future orientated functionality that will enable continual development of the services.

The following 2 counties shall be included in the contract:

Aust-Agder County;

Vest-Agder County.

The following 30 municipalities shall be included in the contract:

Gjerstad,

Vegårshei,

Åmli,

Risør,

Tvedestrand,

Arendal,

Froland,

Grimstad,

Lillesand,

Birkenes,

Iveland,

Kristiansand,

Vennesla,

Songdalen,

Søgne,

Mandal,

Marnardal,

Audnedal,

Åseral,

Lindesnes,

Kvinesdal,

Evje and Hornnes,

Bygland,

Valle,

Bykle,

Flekkefjord,

Subscriptions for M2M for use within welfare technology will be individual options for the respective contract partners.

Formal requirements for tenderers

a) Company registration certificate

Tenderers shall be a legally established company.

Documentation requirement:

Norwegian companies: Company registration certificate, not older than 1 month at the application deadline.

Foreign companies: Documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established. The documentation shall not be older than 1 month calculated from the application deadline.

b) Tax and VAT certificate

The tenderer shall have their tax and VAT payments in order.

Companies who are liable for tax and duties in Norway: Tax and VAT certificate, not older than 6 months, calculated from the deadline for requests for pre-qualification.

Companies who are liable for tax and duties abroad shall submit an equivalent certificate as mandated by the legislation in the country where the tenderer is registered as a company.

c) Certificate of conduct

Tenderers shall submit a certificate of conduct or an equivalent document issued by a competent body in the tenderer's home country or the country where the tenderer is established, which shows that there are no punishable conditions as mentioned in the Public Procurement Regulations § 24-2 (2).

d) Certificate from the bankruptcy register

Tenderers shall submit a certificate issued by a competent body in the tenderer's home country or the country where the tenderer is established, which shows that there are no rejection grounds concerning bankruptcy and insolvency etc. as mentioned in the Public Procurement Regulations § 24-2 (3).

Økonomisk og finansiell stilling:

The financial statements for the last 3 years, including the auditor's reports and the board's reports.

Minste nivå(er) av standarder:

Tenderers must have sufficient financial capacity to fulfil the contractual obligations.

Tenderers shall have a credit rating equivalent to minimum A in ‘Bisnode.no’ The contracting authority will obtain a credit rating of tenderers itself.

Teknisk og faglig kapasitet:

An overview of previous deliveries with the name of the contracting authority, contract period and a short description of the delivered system.

Minste nivå(er) av standarder:

Tenderers shall have relevant experience from deliveries of a corresponding nature. Tenderers shall have experience from at least 3 projects in the last 3 years, for the delivery of a complete system for landline telephony, mobile telephony and mobile broad band and the accompanying relevant services, to customers in the company market.
