Iglemyr Swimming Pool — sub-contract for E07 Central Processing System

Sandnes Kommune.

In the 2017 — 2020 finance plan, Sandnes City Council has approved the construction of a swimming pool at Iglemyr in Sandnes kommune. In the approved budget, 233 000 000 NOK has been set aside as investment funds for the project, including i.a. Site and engineering design costs and VAT. The swimming pool is approx. 5 400 m and shall contain one main pool of 25 m x 21 m, 2 warm water pools, grandstand with seating for 250 and associated rooms. The outdoor area shall be developed in accordance with the outdoor plan and the plan for municipal engineering installations. The implementation model for the project is an execution contract organised as joint contracts, where all of the construction disciplines are combined in a main contract. The Builder has engaged their own Construction Manager to coordinate the contract. Ground works shall start in March 2018. The contractor shall have the capacity to complete their works in accordance with the contract so that the handover can take place at the latest by 27.1.2020 (completion deadline).

Company Registration Certificate:

Requirement: Tenderers shall be a legally established company.

Documentation: Company Registration Certificate from the Brønnøysund Register Centre.

Foreign companies: Registration certificate in a professional register as determined by legislation in the country where the tenderer is established.

Tax and VAT certificates:

Requirement: The tenderer shall not have significant tax and VAT arrears, unless an approved repayment schedule is presented.

Documentation: Tax and VAT certificate. The certificate can be ordered and obtained from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.

Foreign companies: Certificate issued by the competent authority in the tenderer's home country certifying that the tenderer has fulfilled his obligations regarding taxes and fees in accordance with the laws of the country where the tenderer is established.

Økonomisk og finansiell stilling:

The Contracting Authority will obtain a credit rating from Experian as documentation. The tenderer is expected to have familiarised himself with registered information about the company and by submission of the tender accepts that the information will be obtained and form the basis of the assessment of the tenderer's financial situation.

The tenderer can enclose a credit rating from a certified credit rating company with the tender offer, which demonstrates that the tenderer fulfils the requirements for economic and financial capacity. The credit rating shall be based on the last available accounting figures. Companies registered in countries other than Norway must enclose their own credit rating.

If the tenderer, of valid grounds cannot present the documentation requested by the Contracting Authority, or is aware that the requirements for economic and financial capacity cannot be met through a credit rating as stated above, the tenderer can prove their economic and financial standing with other documentation that is acceptable to the Contracting Authority.

Minste nivå(er) av standarder:

The tenderer shall have settled economic conditions and the economic ability to execute the contract. The tenderer must as a minimum achieve a rating of credit worth, and have a minimum 2 000 000 NOK in operating revenue in the last available fiscal year.

Quality assurance system:

Documentation: The tenderer shall enclose certificates for the company's quality assurance system/quality management system issued by independent bodies that confirm that the tenderer meets approved quality assurance standards such as ISO 9001:2008 or the equivalent.

The Contracting Authority also accepts other documentation that demonstrates that the tenderer has a well functioning system for ensuring quality customised to the nature and scope of the assignment. As a minimum, the tenderer must present a general description of the contents of the system including an overview of control plans and check-lists that are relevant for this assignment.

Tenderers shall have experience from at least 2 relevant execution contracts of comparable size and complexity during the last 5 years,

The Contracting Authority requires tenderers to have a well-functioning system for ensuring quality, adapted to the nature and scope of the assignment.
