The contracting authority is the municipality's professional body in relation to roads, road traffic and public transport on roads. The contracting authority has the administrative responsibility for 1 245 km municipal roads. An important part of this administrative responsibility is related to services for development, operation and maintenance of the roads and public places in order to ensure good conditions for all road users. The framework agreement shall cover the requirement for minor construction works on roads and streets.

A cooperation contract has been signed between Oslo municipality and the Norwegian Tax Administration as a part of Oslo municipality's fight against working life criminality, including illicit work and social dumping. Oslo municipality therefore requires a signed permission slip that gives Oslo municipality an extended right for an unlimited number of times to obtain information on its suppliers and sub-suppliers' tax and duty standing, as stated in the permission slip. The permission shall be signed by the winning tenderer after the award of contract letter has been received, but before the contract is signed. The tenderer is obliged to meet the requirements regarding payment and and working conditions in public contracts, dated 8.2.2008. In accordance with ESPD part III: Rejection reasons, section D: ‘Other rejection reasons that are laid down in national law in the contracting authority's member country’. The Norwegian procurement rules go further than the rejection reasons in the EU's directive on public procurements and in the standard form for ESPD. Emphasis is put on the fact therefore that all the rejection reasons in the procurement regulations § 24-2, including the purely national rejection reasons, apply for this competition. The following rejection reasons in the procurement regulations § 24-2 are purely national rejection reasons: — §24-2(2). This provision states that a contracting authority can reject a tenderer when they are aware that the tenderer has been legally convicted or has accepted a simplified writ for the stated punishable conditions. The requirement that a contracting authority shall reject a tenderer who has accepted a simplified writ for the stated punishable conditions is a distinctively Norwegian requirement. — 24-2(3) letter i. The rejection reason in the ESPD form only applies for serious errors in professional performance, whilst the Norwegian rejection reason also includes other serious errors that can lead to doubt as to the tenderer's professional integrity.

Parallel framework agreements will be signed with up to 5 contractors who shall meet the requirements for minor construction works for roads and streets. Works included in the framework agreements are i.a. road construction works, pavements, foot and cycle paths, speed bumps, stops, public transport lanes, works for tramway lines, roundabouts, retaining walls, road marking, etc. The works may comprise new facilities but also assignments in relation to up-grading. The works shall often be executed it busy city streets, possibly with tramway and many pedestrians. The works can give challenges related to traffic disadvantages for road user groups. Each framework agreement has a contract value of up to 15 000 000 NOK excluding VAT. The total contract value for the parallel framework agreements is approx. 100 000 000 NOK excluding VAT for the 4 years contract period.
