The Water and Sewage Department works on the renewal, improvement and repair of the department's pipeline network and installations. Most of this is located under the town's streets, roads and pavements. This work is done year round. After the work on the department's pipeline network and installations has been completed, the excavation sites shall be covered and repaired as soon as possible.
The current framework agreement is valid until 31.9.2017.
As the department has a continual need for this type of services, the Technical Stand-By Department (ATB) shall procure a new framework agreement for asphalting, removing uncompacted matter, cutting, laying kerbstones, laying paving stones/pavement blocks, marking asphalt and commissioning green areas.

The Water and Sewage Department works on the renewal, improvement and repair of the department's pipeline network and installations. Most of this is located under the town's streets, roads and pavements. This work is done year round. After the work on the department's pipeline network and installations has been completed, the excavation sites shall be covered and repaired as soon as possible in accordance with the response time requirements.

The work includes, amongst other things:
— asphalting, laying kerbstones, paving stones and SF-stones, as well as securing asphalting areas,
— securing and blocking/work notifications and signage,
— rigging and operation,
— removal of temporary road covers and sub-base,
— levelling quarry waste,
— cutting edges,
— milling cogging,
— adjusting manhole frames and drain grates,
— commissioning green areas connected to the assignments.
The work also includes the necessary cleaning of manhole grates and water channels etc. after the asphalting, if these have been polluted.

Beskrivelse av opsjoner:
The contract is a framework agreement for 2 years from October 2017 to September 2019.
The contract will have an option for a contract extension for a further 1 plus 1 year (until 30.9.2021) on the same terms.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers shall be a legally established company.
Documentation requirement:
Norwegian companies: Company registration certificate.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
The tenderer's tax and VAT payments shall be in order.
Documentation requirement:
Tax Certificate for tax and VAT respectively, not older than 6 months. The certificates can be obtained from the local tax collection office or the tax office.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Tenderers must have the economic and financial capacity to fulfil the contract.
The entity's last 3 accounts or extracts thereof if the publication of the annual accounts is required in the country where the tenderer is established.
(NB! The accounts will be obtained by the Contracting Authority from the Brønnøysund Register Centre).

Credit rating (not older than 3 months. The document shall be submitted by the tenderer together with the request for participation).
The credit rating date is requested to be visible in the document.
Teknisk og faglig kapasitet:
Good implementation abilities are required.
Documentation requirement:
A description of the technical personnel or technical units, particularly those who are responsible for quality control, that the tenderer has at its disposal for fulfilment of the contract.
A description of the tools, material and technical equipment that the tenderer has at its disposal for fulfilment of the contract.
The tenderer shall have experience from equivalent assignments.
An overview of completed relevant assignments that the tenderer has carried out in the last 5 years, together with information on the date, the contract's value and the name of the recipient/contracting authority.
Tenderers shall have a good and well-functioning quality assurance system for the services that shall be provided.
Certificates issued by independent bodies that document that the tenderer fulfils certain quality standards, including universal design requirements. Such quality assurance standards shall be based on relevant European standard series, which have been certified by accredited bodies (e.g. ISO 9001:2008 or equivalent).

Henvisning til relevante bestemmelser i lover og andre forskrifter:
Tenderers shall have the vehicles and machines that are required to carry out all the assignments given by VAV. The work shall be carried out in accordance with Oslo municipality — the Agency for Town Environment's ‘Instructions for excavation work on the municipal road network in Oslo’ and the Norwegian Public Roads Administration's ‘Hand Book N 200’.

The Contractor shall have a responsible person at each site who has completed the training in accordance with the regulations on notifying work on public roads (cf. The Norwegian Public Roads Administration's Hand Book N301). Other manpower shall, as a minimum, have completed ‘Course 1 for site personnel on/by roads’.
