The objective of the procurement.
The Brønnøysund Register Centre is carrying out an open tender contest with the intention of entering into a framework agreement with negotiations for IT consultancy services. This framework agreement will primarily be used by the BRsys project, but may also be used for other projects and units of the Brønnøysund Register Centre. The objective of the framework agreement is to secure access to consultancy services for the Brønnøysund Register Centre to staff i.a. Major projects such as the BRsys project, see the individual information about the BRsys project in Annex 5. The competence areas requested are as follows (the overview is not comprehensive, as other related competence areas can be added):

· System development (system developers, scrum masters, test developers etc.).
· IT architects (organisations and business architects, information architects, solution architects, technical architects, regulation architects, security architects etc.).
· User quality and design.
· IT Operations and infrastructure.
Detailed description of the categories content / scope are in Part II SSA-R, Annex 1 Customer's requirement specification.
Tenders must be submitted for facilitating consultancy services within all of the above mentioned competence areas. The services included in the Framework agreement are divided in 2: On the one hand, the Tenderer shall provide the actual communication service and on the other hand provide the actual consultancy service. The Service Provider shall provide consultancy services in accordance with the description in SSA-R, including annexes. The consultancy services shall be implemented in a professional manner in accordance with the always prevailing standards and guidelines for the industry. The Service Provider must provide services of a high professional level and shall always be up-to-date for the competence area of the relevant services. This applies to the actual communication services, but also in relation to call-offs made against the agreement.

The consultant facilitator shall be a complete responsible contract party for all the call-offs under the framework agreement with Brønnøysund Register Centre.
Estimert verdi eksklusive mva: 20 000 000 NOK 💰

Beskrivelse av opsjoner:
— Procurement of more related categories than stated in chapter 1 must be considered as a natural development during the agreement period, as well due to the service providers for the framework agreements for e-administration and BRsys are unable to provide the requested services.

— The contract period can be extended for 1+1 year after the initial contract period of 2 years.

Legal requirements
In order to participate in the tender contest, the tenderer must together with the tender submit:
— Tax certificate: Norwegian tenderers must have their tax, employer contributions and VAT payments in order.
— The tenderer's registration, authorisations, etc. The Contracting Authority will obtain the company registration certificate for Norwegian tenderers. Foreign service providers must attach certificates that prove that they are legally-established companies as determined by the law of the country in which the service provider is established.

The requirement for tax and VAT certificate means that tenderers with company addresses outside of Norway must submit certificates that confirm the tenderer has their tax and duty payments in order in their homeland. The certificate must be issued by a public authority that is authorised to issue such certificates, and must not be more than 6 months from the deadline for receipt of tender. If a tenderer's home country does not issue such documents or certificates, they can be replaced by a declaration given under oath or affirmation by the relevant person to a legal or administrative authority, a notarius publicus or other competent authority in the home country or current country of residence.
