Stavanger kommune

Stavanger municipality has prepared an area plan for Atlanteren (plan 2425). The plan is for up to approx. 900 houses and reserved areas for public buildings, businesses and recreational areas.
The development area Atlanteren will be developed in several stages. In this competition, the contracting authority will start work on the first development stage. Stavanger municipality shall construct, amongst other things, roads, water and sewage, cycle paths, cycle paths with pavements, lit footpaths, subway, temporary roundabout and a developed recreational area. This will be called BT1.
The contracting authority would like to enter into a contract for detailed engineering design services (description and drawings) for the infrastructure in the Atlanteren development area. The detailed engineering design services include, amongst other things, water and sewage, roads, construction, landscape, geotechnics, environmental engineering, coordination of cables and surveying. It is construction stage 1 (BT1) that shall be engineered.

5.1. Qualification requirements

In order to get their tender evaluated, tenderers must fill in the ESPD form stating that they fulfil all of the qualification requirements stated below and that there are no reasons for rejection. The contracting authority can request, at any time during the competition, that tenderers immediately present all or parts of the requested documentation.

Tenderers shall be a legally established company. Tenderers are required to prove that they are registered in a trade register or other company register as mandated in the legislation in the country where they are established. The documentation must not be older than 6 months, from the tender deadline.

Økonomisk og finansiell stilling:

Tenderers must have the financial ability to carry out the contract. The contracting authority will obtain the credit rating Commercial Delphi Score from Experian as documentation.

Tenderers must, as a minimum, achieve a rating of "credit worthy", i.e. the tenderer must be in risk classification 5 or higher on the Experian scale.

If a tenderer knows that the requirement regarding the financial capacity to fulfil the contract cannot be met via the credit rating as specified above, the tenderer shall, upon request, submit other documentation with the tender that confirms/explains satisfactory financial capacity.

Tenderers shall not have significant tax or VAT arrears. If a tenderer has tax or VAT arrears, an approved repayment plan must exist. Tenderers shall document this requirement by presenting a tax and VAT certificate or any approved repayment plan. The certificate must not be more than 6 months from the tender deadline. Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.

Teknisk og faglig kapasitet:

The Company's Implementation Ability

A very good implementation ability and considerable experience from assignments of an equivalent extent, complexity and value are required.

Equivalent extent and complexity means assignments that include the following disciplines:

— Water and sewage,

— Roads,

— Landscape,

— Coordination between cables,

— Construction.

Equivalent value means projects with a contract value for engineering design services greater than NOK 2 million.

The assignment requires the right to be responsible as the responsible engineering designer and responsible inspector for the engineering design services in accordance with the Planning and Building Act, cf. Special contract terms in this tender documentation.

Personal Experience and Competence

The tenderer shall have the necessary capacity and expertise to meet the needs associated with delivery of the assignment.

The tenderer shall offer an assignment manager within water and sewage or roads. The assignment manager shall have at least 10 years relevant work experience in their profession, with at least 5 years as an assignment manager. The assignment manager shall have experience as an assignment manager from assignments with an equivalent extent, complexity and value.

The tenderer shall offer an internal inspector within water and sewage, roads, construction, landscape, geotechnics, environmental engineering and the coordination of cables. The internal inspector shall have at least 5 years relevant work experience in their respective profession, with at least 2 years as an internal inspector. The internal inspector shall have experience with internal inspections from assignments with an equivalent extent, complexity and value.

Equivalent extent and complexity means assignments that include the following (requirement list):

— Construction of subways,

— Clarification with the Norwegian Public Roads Administration.

Equivalent value means assignments with a contract value within engineering design services of minimum NOK 1 million.

The tenderer shall offer planners within water and sewage, roads, construction, landscape, geotechnics, environmental engineering and the coordination of cables. The planners must have at least 2 years relevant work experience in their respective professions and must have worked on relevant assignments for the project in the last year.

Minste nivå(er) av standarder:

A list of 3 equivalent contracts in the last 5 years shall be enclosed to document this.

The list shall include information on:

— Brief description of the assignment,

— Size or value of the deliveries,

— Contract period,

— Name of and a brief description of the customers,

— Telephone number, email address and the name of contact persons at the customers,

— Including disciplines and assignments.

Relevant customers from the list may be contacted.

Central certification in accordance with the Planning and Building Act shall be enclosed, or relevant documentation showing equivalent competence shall be presented.

A CV from each person offered by the tenderer must be enclosed as documentation. The CV shall state all experience. This shall be shown in a project list.

The CV for the assignment manager shall show at least 10 years relevant experience in their profession, with at least 5 years as assignment managers. In addition, the CV shall refer to 3 previous assignments as an assignment manager (reference project). Each reference project shall:

— have a contract value of minimum NOK 1 million,

— have been carried out in the last 5 years,

— include minimum 3 assignments from the 6 bullet points in the requirement list.

The 3 reference projects for the assignment manager shall together include all 6 assignments from the requirement list.

The CV for the internal inspector shall show at least 5 years relevant experience in their profession, with at least 2 years as an internal inspector. In addition, the CV shall refer to 3 previous assignments as an assignment manager (reference project). Each reference project shall:

The description of the reference projects shall include information on:

— The assignment manager/internal inspector's role in the assignment,

— Contract value for the consultancy assignment,

— The contracting authorities and a brief description of them,

— The contracting authority's contact person, including telephone number and email address,

— Included disciplines and assignments (compare with the requirement list).

The reference projects shall be marked or highlighted in the CV's project list. The contracting authorities for the reference projects can be contacted.

The CV for the planner shall show at least 2 years relevant experience in their profession and relevant assignments are to have been carried out in their profession in the last year.
