25HAV17 — Land electricity for foreign ferries Vippetangen in the Port of Oslo

Oslo kommune v/Oslo Havn KF

Oslo Havn KF has been given a grant from Enova for a land electricity facility for foreign ferries at Pier II. This must be in place summer 2018.
The facility must be delivered in accordance with Enova's programme criteria for land electricity 2016, the land electricity standard for high voltage IEC80005-1 Utility connections in port — Part 1, IEC80005-2 Utility connections in port — Part 2 and other relevant Norwegian and international norms and regulations, including NEK440 and NEK400.
It must be possible to expand the facility with a 60 Hz frequency transformer if there is a need to deliver 60 Hz to ships. Emphasis will be put on the fact that is must be possible to move the facility in the future, if a new ferry terminal is developed, or any other changes that have consequences for the location of the land electricity facility.
The procurement will be made in accordance with the Utilities Regulations part I and in accordance with NS 8407, with Oslo municipality's contract formula.

Based on previous reviews, Oslo Havn KF knows that it would be best if the facility is centralised with a building that is filled with equipment as needed. This is impossible as Vippetangen is being developed. Emphasis will therefore be put on the land electricity facility being designed for flexible and modular development with a view to future expansions. If, in the future, ships need more electricity from land, Oslo Havn KF will expand the facility as needed. It must be possible to expand the facility with a 60 Hz frequency transformer if there is a need to deliver 60 Hz to ships. Emphasis will be put on the fact that is must be possible to move the facility in the future, if a new ferry terminal is developed, or any other changes that have consequences for the location of the land electricity facility.
