UBF 34 Contact line/Track and UBF 35 High voltage, low voltage, tele

The project is a part of the new double track between Bergen station and Arna and it includes development of the station area in Bergen, from the station hall out to Fløen, as well as new signalling installations. The project also includes the establishment of appropriate track connections between workshop and sidings and the rest of the station's track areas. The actual station, including platforms and platform equipment, is not a part of this project.
UBF 34 is a contract with elements from Track/Contact Line.
UBF 35 is a contract with elements from High Voltage, Low Voltage and Tele.
The work shall be carried out in the existing infrastructure or close to it at Bergen station and requires great flexibility and good planning. There will be a limited number of train-free periods in 2018, 2019 and 2020. Otherwise the work will have to be adapted to ‘white times’ in the graphical route for the stretch (see the attached timetable for 2017). Four contracts will be ongoing simultaneously in the same area, so there will be a need for good coordination between the contractors. In addition there will be coordination with other work on the stretch Arna — Bergen (projects or maintenance activities). The builder will have the main responsibility for coordination between the contracts.

Requirement:
Tenderers shall have their tax and duty payments in order. Norwegian tenderers:
Tax and VAT certificate issued by the Norwegian Tax Administration via Altinn, not older than six months from the application deadline.
Documentation:
Foreign tenderers shall, instead of the above, enclose certificates issued by the relevant authority in the tenderer's home country, which confirm that the tenderer has fulfilled his obligations regarding the payment of taxes and duties in accordance with the legal provisions in the country where the tenderer is established, or in another document this.

Requirement:
Tenderers shall have competence and experience from equivalent deliveries and shall have carried out assignments of the same nature, complexity/degree of difficulty and extent/size.
Documentation:
A list of the 5 most important deliveries in the past 5 years, including information on the value, time frame, and the name of the public or private recipients. The Norwegian National Rail Administration reserves the right to contact the listed delivery recipients for additional information.

Tenderers shall have permits to use rail-bound work machines and drivers required for fulfilment of the contracts.
If a tenderer plans to use rail-bound work machines for the assignment work, valid permits and driver licences are required, including presentation of:
— A list of machines and drivers with valid permit(s) as well as driver licences for the machine in question with certification for the stretch (approved by JBV).
Foreign tenderers can instead prove in their application that the tenderer will get the required permits and certifications in Norway by the start of the work.
Tenderers (the company) shall have certified installer certificates for high voltage and low voltage installations, issued by DSB with railway competence
registered in the Electrical Company Register.
Furthermore, all skilled workers on electrical installations shall fulfil the qualification requirements in FEK (Regulations on electrical companies and qualification requirements for work on electrical installations and electrical equipment).
A list of authorisations and certifications that the company has, as well as personnel connected to the various authorisations and certifications who are relevant for the contract.
Foreign tenderers can, instead of the above, present a plan for how DSB certification and the necessary authorisations shall be put in place by the start of the work.
If a tenderer hires this service from a sub-supplier, the name of the sub-supplier shall be given.
Tenderers shall have their own security guards and
electrical security guards (LFS).
Document access to personnel who are certified as security guards, including:
— Course certificates issued by the Norwegian Railway School with certification for security guard/electrical security guard.
— The last inspection test certificate if the certificate is older than 3 years.
Tenderers shall have access to personnel who have a certificate of apprenticeship as an energy installer or equivalent.
Copy of a certificate of apprenticeship or equivalent.
Particular requirements UBF 34
Tenderers shall have certified skilled workers track and skilled workers for welding rails at the Norwegian National Rail Administration.
A list of skilled workers track and welders (certified by JBV) who are relevant for this contract.

Tenderers shall have a registered installer for radio and tele installations in accordance with the Norwegian Communications Authority's requirements and existing rules. The reply shall include an account of these conditions.
