The teaching building and the canteen building at Rosthaug 6th form college department Buskerud shall be renovated. In addition a new building is to be constructed that connects the 2 existing buildings together and a new building that gives a new entrance area to the teaching building. The work shall be entirely carried out as a turnkey contract in accordance with NS 8407 and it shall fulfil the requirements in TEK10.The turnkey contract includes demolition work of building and technical constructions before the renovation. The teaching building shall be completely stripped down. The existing entrance area (to be replaced with a new building) including the culvert shall be entirely demolished. There will also be some demolition in the canteen building. The new building has a total gross area of 1 222 m2, divided between 3 floors. Of this 210m2 is a basement below ground. The new building that will give the new entrance area for the teaching building comes in addition and is 80m2. The teaching building has a gross area of 1 275 m2 divided between 3 floors. Of this 425m2 is a basement below ground. The canteen building is 1 062m2 gross. Some minor renovation work shall be carried out here. The turnkey contract includes demolition work of building and technical constructions before the renovation. The teaching building shall be completely stripped down. Beskrivelse av opsjoner:

The builder (BFK Eiendom) shall have an option for the following work:

— Option to take the auditorium out (room 2008) of the building project;

— Option to upgrade the new building and teaching building to…

… energy class A;

… passive house standard;

— Option to replace the described steel pillars to wood;

— Option to integrate solar panel installations on the roof;

— Option for service contracts for the technical installations;

— Option for a PC based administration system for fire alarm installations including PC (C2.03 point 542);

— Option: top system fire alarm installations.

Requirement 1: Tenderers shall have their tax and VAT payments in order.

Documentation requirement:

Requirement for a certificate of paid tax, social security contributions and VAT in accordance with the public procurements regulations § 8-7 to be enclosed with the tender offer).

The certificate must not be more than 6 months from the deadline for receipt of tenders.

For foreign tenderers: Certificates issued by the competent authority in the member country, confirming that the tenderer has met their obligations with regard to the payment of taxes, social security contributions and VAT in accordance with the legal requirements in the home country of the tenderer/contractor (refer to the Chief Municipal Treasurer to have the certificate issued). The certificate must not be more than 6 months from the deadline for receipt of tenders.

Requirement: The company shall be legally registered.

An enclosure is not necessary for Norwegian tenderers. Checked by the contracting authority through the company and accounts information system AAA Soliditet AS (www.soliditet.no/creditcontrol).

Foreign companies: Registration certificates in professional registers as determined by legislation in the country where the tenderer is established shall be enclosed with the tender.

Økonomisk og finansiell stilling:

Requirement 3: Tenderers must have the financial capacity to fulfil the contract.

Sufficient financial capacity in this project means a minimum of credit rating A (credit worthy).

Documentation requirement:

The contracting authority will conduct an assessment of the tenderer's finances through the company and accounts information system AAA Soliditet AS/Bisnode credit. Tenderer do not, therefore, need to enclose documentation here, but can submit other documentation that they believe is relevant. The contracting authority reserves the right to obtain supplementary information on the tenderer's finances.

Teknisk og faglig kapasitet:

Requirement 4: Tenderers shall have sufficient technical and professional qualifications to fulfil the contract.

Documentation requirement:

Tenderers shall enclose documentation confirming that they have central certification for the work in question, alternatively documentation that shows that the tenderer has equivalent qualifications for the work in question. The work will require certification in development class 2 for all disciplines for applicant, engineering design and execution.

Requirement 5: Tenderers shall have a quality assurance system/management system.

Tenderers shall enclose documentation of the company's quality assurance/management system in the form of a certificate for the company's quality system/management system issued by independent bodies that confirm that the tenderer fulfils certain quality assurance standards, e.g. ISO 9001.

The Contracting Authority will also accept other documentation which shows that the tenderer has equivalent quality assurance measures. Here as a minimum a general description of the contents of the system including an overview of control plans and check-lists that are relevant for this contract shall be provided.

Requirement 6: Tenderers shall have sufficient capacity and implementation ability.

Tenderers shall enclose an overview of the tenderer's average workforce and the number of employees in the administrative management in the last 3 years.

An account shall be given of how the tenderer will ensure sufficient capacity for this assignment by enclosing a staffing plan for the assignment that shows the number of own employees, hired and planned sub-contractors.
