The contract work E18 Rugtvedt-Dørdal comprises engineering design, construction and any operations and maintenance of approximately 16,8 km of new 4 land national road from Rugtvedt to Dørdal in addition to connections to the existing E18. Most of the new stretch of road will be lain in a new route outside of the existing road and built-up area. At Rugtvedt and from Langrønningen to Bakkevannet, the road goes in approximately the same route as the current E18. The works include individual alterations and expansions of adjoining roads.The zoning plan contains plans for the construction of 10 bridges in-line with lengths from approximately 25 metres up to approx. 455 metres, and 6 overpasses. Furthermore, 3 environmental tunnels are planned along with a number of culverts.Below is a list of the provided sizes of the primary structures:Rugtvedt tunnel (environmental tunnel) 122 m;Vardås tunnel (environmental tunnel) 70 m;Langrønning tunnel (environmental tunnel) 60 m;Hegna bridge 47 m;Hydal bridge 214 m;Vinterdal bridge 250 m;Tinderholt bridge 85 m;Mørkekjerr bridge 215 m;Stemmen bridge 455 m;Svartholt bridge 195 m;Rønholtdal bridge 245 m;Sprangfoss bridge 90 m;Hanfang bridge 25 m.2 large crossing areas are planned with exits and entries and connections to the local road network. The crossing at Rugtvedt is an expansion of the current traffic solution, where a new 4 lane E188 will be placed in a new environmental tunnel. An oval roundabout is planned on the top of the tunnel in order to manage the traffic from the ramps and local road system. The crossing at Langrønningen is planned as a standard route crossing with a roundabout on each side of the primary road. In connection with the crossing there are zones areas for both 24 hour resting places for heavy transport, service facilities and resting place.The majority of the installation activity will take place a good distance from the current E18. The Rugtvedt area and the area from Dørdal toward Bakkevannet require special measures to ensure safe and good traffic deviation during the construction period. A diversion road is needed on the area from the current crossing at Dørdal and up until Bakkevannet, which will be used when the new E18 is being blasted in Hanfangåsen. This involves comprehensive blasting works.Mass transport on the public road network should be avoided.There are separate plant areas in the zoning plan.The operations and maintenance period of E18 Rugtvedt-Dørdal is planned to be 20 years.

Norwegian tenderers are required to be registered in the Company Register. Foreign tenderers must be registered in an equivalent register in their homeland. Associated documentation is required. The Company Registration Certificate must not be more than 6 months old.

Økonomisk og finansiell stilling:
Tenderer should have good economy, relative to the size of the contract and ensuring the basis for proper execution of the contract works.
This includes the following minimum requirements:
Tenderer shall have equity of at least 200 000 000 NOK.
Tenderer should have a solidity of at least 15 %.
The tenderer's average annual turnover during the last 3 years should be at least 1 000 000 000 NOK.
Nye Veier will, as part of this evaluation carry out credit ratings/economic analysis of Tenderers. This should at least show ‘Satisfactory’ or equivalent, and not contain information about advise against credit or other negative conditions.
Tenderer must be able to obtain a bank guarantee/security of at least 400 000 000 NOK from a bank or equivalent guarantee organisation with a license in the EU/EEA area.

Teknisk og faglig kapasitet:
Tenderer should have sufficient experience and competence from projects of an equivalent nature and degree of difficulty. A project that is considered as being of a fully equivalent natura and degree of difficulty is a project with equivalent technical complexity, scope and challenges and must as a minimum comprise works with lots of mass handling/moving, large bridges, heavy concrete structures and road construction.

Tenderers must be able to demonstrate good implementation ability for the reference projects. Good implementation ability involves good organisation of project management, good results in HSE and social responsibility, good progress planning and project management, professional execution of the works in accordance with the contractual requirements and not least, good collaboration ability with the Contractor.

Reference project should demonstrate the Tenderer's competence in both engineering design and construction. Refer to exactly five (5) engineering design projects and exactly five (5) construction projects.
All of the reference projects should be complete/completed by 1.1.2006 to 31.12.2016. The engineering design project will be approved when the engineering design is completed, but the project is in the construction phase.
For at least 2 of the engineering design projects, the Tenderer must be able to demonstrate active use of 3D throughout the entire engineering design.
Clean public plan reports, zoning plan projects are not accepted as valid engineering design references.
The size of 3 of the construction project should be over 500 000 000 NOK (2 016 NOK) for each project. Engineering design references under 20 000 000 NOK will not be accepted. Construction projects under 250 000 000 NOK will not be accepted. All monetary amounts are excluding VAT.

HSE, safety, security, outer environment and quality (HMSK):
Tenderer should have a proactive approach to HMSK and work to continually improve on all levels in the organisation and in the projects and should satisfy the requirements that emerge under:
— Adhere to relevant Norwegian Law and Regulations Requirements and/or other national legislation in countries where the Tenderer has activity;
— Have documented their quality management system based on ISO 9001:2008 (2015) or equivalent;
— Have documented their environmental management system based on ISO 14001:2004 (2015), EMAS or equivalent;
— Have documented their health and working environment management system based on OHSAS 18001:2007 (new ISO 45001:2016) or equivalent;
— Have documented their risk management system based on ISO 31000:2009 or equivalent;
— Have documented their HMSK processes, procedures, instructions and plans that are relevant for the company and the relevant work's distinctive character;
— H1 value under 8.
Social Responsibility:
Tenderer's business should work pro-actively for safeguarding of social responsibility, including human rights and should i.a. prevent economic, financial, work life related and organised crime.
Tenderer's business should have systems for safeguarding of human rights, ethics, work conditions, environment, reporting and organisation management and honest business based on the principles in ISO 26000 or equivalent.
