Transport scheme for the libraries in Akershus, Buskerud, Telemark, Vestfold and Østfold

The Contracting Authority shall enter into an agreement with one (1) tenderer who can deliver transport services for the libraries in accordance with the requirement specification (see Annex 1). The assignment shall include transport of library materials to and from the libraries in the BØVAT area (the counties of Akershus, Buskerud, Telemark, Vestfold and Østfold), and to all libraries with national borrowing numbers in Norway and abroad.

Invoicing. The invoice amount to the individual libraries shall be based on the distribution key prepared by each county. The invoice data shall be sent to each county's contact person by 20 January. Tenderer should therefore invoice the individual libraries directly. The invoice address shall be agreed after signing the contract. Invoices for the first half of the year should be invoiced by 20 February. Invoices for the second half of the year should be invoiced by 20 September. For the Akershus libraries, the first invoice shall be invoiced 20.5.2017 (for the period 1.4.2017 — 30.6.2017). Invoice data shall be sent to the county's contact person by 20 April.

Beskrivelse av opsjoner:
The agreement shall last up until 31.3.2020. The Contracting Authority shall have an option to extend the contract for 2 years, 1 year at a time.

Økonomisk og finansiell stilling:
Requirement: The supplier shall have the financial and economic capacity the contract requires.
Documentation: Extracts from the company's annual accounts for 2015 and the auditor's report.
Companies that cannot fulfil the requirement for extracts of Annual Financial Statements, may alternatively submit the business plan with the overall plan for funding.
During assessment of the tenderer's financial and economic position, the Contracting Authority will itself obtain a credit assessment from Dun & Bradstreet Norge AS.
Teknisk og faglig kapasitet:
Requirement 1: The supplier must have access to resources that have the expertise and execution capability in the specialist areas required by the contract.
Documentation 1: The supplier must provide a description of his organisation, and the manner in which the organisation will be used to carry out the agreement.
Requirement 2: The tenderer shall have experience from at least one equivalent assignment. By equivalent we man a transport assignment of the same complexity.
Documentation 2: The tenderer shall present a list of the principal relevant assignments during the last three years, including information about the values and recipients. The name of a contact person for the assignments must be provided. References will only be contacted if required.
