The contracting authority would like to procure a new trade system for PPT, which can be an efficient case handling tool, a reliable management tool for the Education Agency and PPT, and which can, in addition, quality assure and document PPT's productivity and work. The new trade system shall cover the need of all the employees at PPT's seven sections in Oslo (approx. 200 co-workers). The users of the new trade system will be advisors, professionals, administration personnel, consultants and managers,
The background for the procurement is that the current trade system is outdated with shortcomings in critical areas such as risk management, access administration and handling changes. In addition the supplier does not offer further development of the trade system, so it is difficult to adapt it to, for example, changes in legislation or technical requirements.
The new trade system shall, amongst other things, meet the following requirements:
1. Ensure that the basis for the management information, i.e. all the information that is in the trade system, is uniform and correct.
2. Registration and documentation of all PPT's productivity and work connected to both expert knowledge work and competence and organisation development.
3. The trade system shall quality assurance client data and simplify the administration of post and communication with the users of the service and cooperation partners.
4. The trade system shall fulfil the requirements for secure storage and handling personal information (cf. the Personal Data Act).
Most of the work that PPT carries out is work connected to individual persons. The educational-psychological service cooperates with nurseries, schools and adult education centres (agencies) in order to adapt the teaching offer in accordance with the individual's prerequisites and needs.
The competition is for PPT's need for a new trade system that can be further developed in accordance with PPT's future needs. In addition the competition includes user support.
The contract will be valid for 5 years with an option for the Education Agency for an extension for one plus one plus 1 year (total 8 years): The contract will include the establishment of new work processes, testing, training, conversion from the old trade system and piloting so that the new trade system is used by all of PPT's seven sections by 1.1.2018.
