The procurement of a condom supply scheme 2017-2022

The Norwegian Directorate of Health wishes to continue the scheme for distributing/sending condoms to selected target groups in Norway. The access to free condoms is vital in the Norwegian Directorate of Health's work for facilitating the population's assumptions for safeguarding own sexual and reproductive health. The scheme is financed over the Government budget, Chapter 762, post 21, as a part of following up national strategies for improved sexual health. The scheme for free condoms and lubricants includes currently distribution of more than 5 500 000 condoms and 500 000 packages of lubricants. The Norwegian Directorate of Public Health wishes to continue the scheme and invites tenderers to submit tenders for the period 2017-2022.
The contract is for 1 (one) year, with an option for a contract extension for a further 1+1+1+1 year, to a maximum total of 5 years.
The contract is estimated to have a value of 8 000 000 NOK excluding VAT per annum. This estimate is non-binding for the Norwegian Directorate of Public Health.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Certificate for paid tax, VAT and employer contribution.
Qualification requirement: Tenderers must have fulfilled their tax, VAT and payroll tax obligations in accordance with the relevant legislation.
Documentation requirement: A joint certificate from the Tax Administration (1 joint certificate for tax, payroll tax and VAT). If a joint certificate is not submitted, the requirement must be substantiated by a tax certificate and a VAT certificate.
— The tax certificate (s) shall not be older than 6 months, calculated from the tender deadline. Any arrears or other irregularities must be justified.
Company Registration Certificate:
Qualification requirement: The tenderer shall be a legally established company.
Documentation requirement: For Norwegian companies: Company Registration Certificate from the Brønnøysund Register Centre. For Foreign companies: Proof that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:
Qualification Requirement: The tenderer shall have economic and financial capacity to carry out the delivery/contract.
Documentation requirement: Credit evaluation/rating, not older than 12 months, based on the last known accounting figures. The rating shall be carried out by an officially certified credit rating institution. Minimum requirement: The tenderer shall be credit worthy.

Implementation ability and capacity.
Qualification requirement: The supplier shall have sufficient execution capability and capacity. Documentation Requirement: The tenderer shall provide a description of the technical entities the tenderer has at their disposal for fulfilment of the contract.

Qualification Requirement: The tenderer shall have procedures for quality assurance.
Documentation requirement: An account of the company's quality assurance/management system, to ensure that the assignment is being carried out in the most efficient and purposeful manner. Copy of a system certificate issued by an accredited certifying body or equivalent documentation of the quality assurance system.

Experience from similar assignments:
Qualification requirement: Tenderers shall have experience from similar deliveries. Similar deliveries are in this context referred to as distribution assignments that include orders through network.
Documentation requirement: Reference list of the tenderer's business over the last 3 years with relevance for this assignment.
