The North Norwegian Festival of Culture has a 52 year long history as an area for north Norwegian art and culture in a broad spectrum of expressions and genres. At the same time, The North Norwegian Festival of Culture has brought the world to the north through bold booking of world art and quality music from all continents. However, from 2015, The North Norwegian Festival of Culture wants to take significant development steps toward a new future and a new reality in the north. Dramatic art and music of all genres will be presented in the coming years, and the festival shall facilitate for transboundary productions. This provides a festival with large variations from year-to-year both in scope and which venues are utilised. The North Norwegian Festival of Culture believes art from the north and from the artistic areas is a worthwhile venture.
The contracting authority wishes to emphasise that the tender should be in accordance with the instructions described in this document.
Incomplete tender responses, or responses containing reservations, errors or ambiguities that may create doubt about how the tender should be assessed, will be rejected. Non-compliance with the tender documentation shall be described clearly and precisely.
This is to be done electronically in Mercell by selecting the ‘Gi tilbud’ (make offer) tab, and then the button ‘Jeg ønsker å tilby’ (I want to offer) or ‘Jeg ønsker ikke å tilby’ (I don't want to offer). This is intended only as an indicator of whether or not the contracting authority can expect tenders or not. You are not binding yourself as a tenderer by confirming that you want to offer. It is requested that the tenderers verifies whether they want to submit a tender as fast as possible.
All communication in the process will take place via the Mercell portal, www.mercell.no
This is because all communication must be logged. Once you have entered the competitive tender process, choose the ‘Kommunikasjon’ (Communication) tab.
Next, click ‘Ny melding’ (New message). Enter information to the Contracting Authority and then Enter. The Contracting Authority will then receive your message. If the question concerns all tenderers, the Contracting Authority will answer it anonymised, by giving the answer as additional information for everyone. Additional information is available under the ‘Forespørsel’ (Enquiry) tab and then under the ‘Tilleggsinformasjon’ (Additional Information) tab. You will also receive an email with a link to the additional information.
Requests about additional information that are presented in sufficient time (at the latest 8 days prior to the tender deadline expiry), will be answered at the latest 6 days before the tender deadline expires. Answers will be sent to all who have received the tender documentation. Requests regarding additional information should be labelled ‘Additional Information — Company Health Services’.
