The objective of the procurement is the establishment of new framework agreements for specific reagents for use with STR amplification of respectively DNA from biological traces, as well as FTA samples in criminal cases (part 1) and kinship analysis (part 2).
The need for statistical power is different for criminal cases and kinship cases and the procurement shall cover both of these different needs.
To achieve the best possible objective for both needs, the procurement will be carried out in 2 parts/items with partial tender and sub-contracts.
Part 1: FHI's [the Norwegian Institute of Public Health] need for reagent kits for analysis of DNA samples from biological traces and FTA samples in criminal cases.
Part 2: FHI's need for reagent kits for analyses of FTA samples in kinship cases.
The procurement is carried out in 2 parts/items.
Tenderers can participate in the competition by entering separate partial tender offers for Part 1 or Part 2, or both.
The partial tender offers will be evaluated separated and ranked in relation to the other partial tender offers for the same Part.
There are different minimum requirements and award criteria for each part.
One contract will be awarded per Part.
All tenders in the competition should be accompanied by kits for testing as part of the tender evaluation.

That is equal to approx. 30 000 PCR reactions per year.FHI receives and analyses a further 20 000 reference samples (FTA) per year. The reference samples (FTA) are analysed twice. That equals approx. 40 000 PCR reactions per year.Full reaction volume is always used for the 30 000 biological trace samples.In the framework agreement for Part 1, the volume will span from minimum volume equivalent to kits for approx. 30 000 + approx. 20 000 = approx. 50 000 rxn to maximum volume equivalent to kits for approx. 70 000 rxn.At minimum volume, half of the reaction volume will be used for the reference samples.At maximum volume, the full reaction volume will be used.Part 2:Annually, FHI [The Norwegian Institute of Public Health] receives approx. 5 000 samples (FTA) for kinship analyses that are analysed twice.
