Renovation of national road Høgenhei tunnel

National Road 354 Høgenhei tunnel is in Bamble municipality between Brevik bridge and
Grenland bridge. The tunnel shall be renvoated, as well as upgraded in accordance with the Tunnel Safety Regulations.
The work in the tunnel consists of laying completely new surface water installations with manholes. Construction of a new road construction in the tunnel, completely new systematic rock protection in the form of bolts and shotcrete. Assembly of VG protection for knol in parts of the tunnel. Demolition of and casting of a new concrete guiding edge on 1 side.
There will also be comprehensive electro work with new conduits, cabling, earthing
cable manholes, cable risers, lighting, cameras, emergency cupboards, signage etc.
A break-down lay-by shall be constructed outside the tunnels on each side with a new technical building. These are planned as an element building. In addition sedimentation tanks shall be constructed on the west side on the opposite side of the road to the technical building. The existing technical building shall also be renovated.
The electro outside the tunnel consists of conduits, cabling, as well as the delivery and assembly in the
technical buildings. In addition lighting shall be assembled on the existing barriers as well as new signage with flashing red lights by the eastern barrier.
The tunnel is planned to be completely closed for approx. 2 months. The remaining work after 2 months shall be carried out in the evenings and at night.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

— Tax and VAT certificate, not older than 6 months from the deadline for receipt of tenders.

— Tenderers shall have a system and routines that ensure that the HSE work is operated in a systematic manner in accordance with the internal control regulations, cf. the confirmation in the E5 tender form.

If the tenderer is a working partnership, attached to the tender there must be a declaration of joint and several liability to the Contractor and third parties.

Økonomisk og finansiell stilling:

It is a requirement that the tenderer's equity is positive. If the tenderer is a working partnership, the requirement applies for each participant. Documentation of equity is to be submitted the tender.

— The tenderer's annual average turnover should be at least as large as the annual revenues the contract will generate. Documentation of turnover for the last three years should accompany the offer,

Teknisk og faglig kapasitet:

— The tenderer shall have experience from work of the same nature and degree of difficulty. Information on reference projects shall be enclosed with the tender.

— The tenderer is required to show references to relevant contracts that they themselves have carried out in a satisfactory manner. Information on contracts that the tenderer has had in the last few years, with names of references at the contracting authority, shall be enclosed with the tender.

Technical and professional competency and relevant experience is required of the key personnel who will be engaged in this assignment. The following are seen as key persons for this assignment:

— A project manager;

— Construction site manager(s);

— Foremen.

Competence and experience must be documented.

— The organisation of the implementation of the contract requires sufficient manpower and that the tenderer has sufficient capacity and ability to manage unexpected contractual conditions. A statement of how the tenderer will organise the execution of the contract. A work rota and the planned working hours are to be described, both for the complete closure and for when work shall only be carried out in the evening and at night.

A simple account is also to be enclosed of how the progress and order are planned for the most central disciplines in the contract work.

These are considered to be:

— Project management;

— Excavation and blasting works;

— water and sewage work;

— Concrete work;

— Rock protection;

— Water and frost protection;

— Electrical works.

Tenderers are required to have or to be connected to a sub-contractor that is registered in:

— DSB's Electrical Company Register with the work area ‘construction and maintenance of other people's

electrical installations’.

— The Norwegian Communications Authority's register of companies with authorisation to install and maintain electronic communications networks

(Authorisation to install and maintain electronic communications networks), alternatively Classification TiA + RiA.
