Rehabilitation of E39 Kirkheitunnelen, Main Contract

The Kirkhei Tunnel on the E39 in Mandal kommune is to be rehabilitated, and upgraded according to the Tunnel Safety Regulation. The Kirkehei Tunnel is approx. 845 metres.
The works in the tunnel include a lot of electrical works with establishing of new cable ladders, pipes, lights, emergency stations, signs, cabling, earthing, etc. surface water installation and manholes. Some bolts, as there will be some water and frost protection installed and this shall be covered with shotcrete. A new embankment and concrete guardrail shall also be made.
In addition to the work to be executed in the tunnel, two technical buildings are to be established outside of the tunnels, along with some railing works. A purifying basin will be established under the technical building on the east side. In order to get the guides over to the eastern technical building, the cables and surface water pipeline will be hung up under the Skarvøy bridge.
Establishment of the new technical installation will involve some excavation works and transporting matter, particularly in connection with the establishment of the new surface water installation through the tunnel.
There will also be some works with securing and diverting of traffic during the period with switched traffic along the E39.

The tenderer shall have established systems and routines that are operated in a systematic manner in accordance with the Internal Control Regulations. Information about systems and routines shall be enclosed with the tender.

— Tenderer shall provide information about the H1 value. The average H1 value for the last 3 years should be lower than 10.

— If the tenderer is a working partnership, the requirement applies for each participant.

— If the tenderer is a working partnership, a declaration of joint and several liability to the builder and third parties must be enclosed with the tender.

Økonomisk og finansiell stilling:

It is a requirement that the tenderer's equity is positive. If the tenderer is a working partnership, the requirement applies for each participant.

The tenderer's annual average turnover should be at least equivalent to the annual revenues the contract will generate. Documentation of turnover for the last 3 years should accompany the offer.

Teknisk og faglig kapasitet:

— The tenderer shall have experience from work of the same nature and degree of difficulty. The tenderer shall provide information about reference projects.

— Tenderers are also required to show relevant contracts that have been carried out in a satisfactory manner. The tenderer must give the name of a reference person within the stated reference projects.

— Technical and professional competency and relevant experience is required of the key personnel who will be engaged in this assignment. The following are seen as key persons for this assignment:

— A project manager;

— Construction site manager(s);

— Foremen;

— HSE manager.

— Electrical competence of the main contractor's site management.

— Organisation of the implementation of the contract requires sufficient manpower and that the tenderer has sufficient capacity and ability to manage unexpected contractual conditions. The contracting authority considers key personnel, defined in point 4.4.2, significant in relation to how the tenderer chooses to organise the works. A statement of how the tenderer will organise the implementation of the contract shall be enclosed with the tender.

— Road works signage and traffic management:

The tenderer is required to have, or engage a sub-contractor who is experienced with road works signage and traffic management on motorways. References for executed assignments must be provided.

The tenderer is required to have, or engage sub-contractors that are registered in:

— The Norwegian Directorate for Civil Protection's Register of electrical contractors which design, install and maintain electrical installations (Elvirksomhetsregisteret).

— The Norwegian Communications Authority's register of companies with authorisation to install and maintain electronic communications networks.

(Authorisation to install and maintain electronic communications networks), alternatively Classification TiA + RiA.

Foreign tenderers shall be registered in equivalent registers in their home country to the degree that these exist.

The registration number shall be submitted with the tender.
