Rehabilitation of E18 Oddernes tunnel and the Banehei tunnel

Oddernes tunnel and the Banehei tunnel are located on the E18 in Kristiansand kommune. Average annual daily traffic for both of the tunnels is 50 000. The tunnels shall be upgraded in accordance with the Tunnel Safety Regulations. In this connection, some rehabilitation of the tunnels shall also be carried out. Most of the work is described as turnkey contract, but there are also some quantity regulated items for work notifications, permanent signs, VF insurance and securing of rock support.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:

— Tax and VAT certificate, not older than 6 months from the deadline for receipt of tenders;

— Tenderers shall have a system and routines that ensure that the HSE work is operated in a systematic manner in accordance with the internal control regulations, cf. the confirmation in the E5 tender form;

— The average of the H1-value for the last 3 years should be lower than 10.

If the tenderer is a working partnership, the requirement applies for each participant.

If the tenderer is a working partnership, attached to the tender there must be a declaration of joint and several liability to the Contractor and third parties.

The organisation of the contract's execution is required to be sufficiently staffed and the tenderer is required to have the capacity and ability to deal with unforeseen circumstances during the contract. A statement of how the tenderer will organise the implementation of the contract shall be enclosed with the tender. Also described is a shift schedule and planned work hours both for night work/weekend work and for works that do not affect the flow of traffic and can be carried out during the day time.

Økonomisk og finansiell stilling:

Tenderers are required to have positive equity. If the tenderer is a working partnership, the requirement applies for each participant. Documentation of equity is to be submitted the tender.

The tenderer's annual average turnover should be at least as large as the annual revenues the contract will generate. Documentation of turnover for the last 3 years should accompany the offer.

Teknisk og faglig kapasitet:

— The tenderer shall have experience from work of the same nature and degree of difficulty. Information on reference projects shall be enclosed with the tender.

— The tenderer is required to show references to relevant contracts that they themselves have carried out in a satisfactory manner. Information on contracts that the tenderer has had in the last few years, with names of references at the contracting authority, shall be enclosed with the tender.

— Technical and professional competency and relevant experience is required of the key personnel who will be used for this assignment. The following are seen as key persons for this assignment:

— Project Manager;

— Site Manager(s);

— Foremen;

— Engineering Design Manager.

All key personnel must understand Norwegian, both written and oral, and be able to speak a Scandinavian language. Competence and experience must be documented.

— The tenderer is required to have, or engage sub-contractors that are registered in:

— DSB's Electrical Company Register with the work area ‘Construction and maintenance of other people's electrical installations’.

— The Norwegian Communications Authority's register of companies with authorisation to install and maintain electronic communications networks.
