Yes, call-offs on the framework agreements can occur regularly beyond the contract period.
It should also be possible for the collaborating health company in Norway (the country's 4 RHFs with their subsidiary/joint owned HF) should be able to make use of the agreements, likewise companies that participate in the engineering design group in relevant (construction) projects.
