Oslo kommune v/Utviklings- og kompetanseetaten [Oslo municipality, c/o the Development and Competence Agency]

The procurement shall cover the municipality's need for development, related to both new and existing applications, application maintenance and applications operation of respectively new and existing online services, integrations and applications that run on the ITAS platform. The procurement shall also cover any future development and operations of platforms for service development on Oslo kommune's common ICT platform with equivalent development methodology, tools and architecture.
The procurement shall give Oslo kommune access to competence and capability to digitize new services with high service quality.
The procurement is divided into 2 contract areas:
Contract part 1:
Development of services, integrations and applications that run on Oslo kommune's integration platform, as well as maintenance and applications operation for the developed services until the Contracting Authority takes over the responsibility.
Development of services, integrations and applications on any future integration platforms that use similar development methodology, tools and architecture as ITAS, as well as maintenance and applications operation for the developed services until the Contracting Authority takes over the responsibility. This is limited to future platforms that are established on Oslo kommune's common ICT platform.
Contract part 2:
Maintenance and applications operation for services, integrations and applications that run on the integration platform where the Contracting Authority has taken over the responsibility.
Assist the Contracting Authority with strategy, architecture and further development of the integration platform, its framework and associated methodology.
Oslo kommune shall have an option on:
Maintenance and applications operation for services, integrations and applications that run on any future development and operation platforms that use similar development methodology, tools and architecture to the current integration platform. This is limited to future platforms that are established on Oslo kommune's common ICT platform.
The tenderers can apply to be qualified for Contract part 1, Contract part 2 or for both of the contract parts.

Requirement 1: The tenderer shall have their payments in order with regard to tax and VAT.

Documentation requirement:

Certificate for tax and VAT that does not show significant arrears. The certificates should not be older than 6 months calculated from the submission date for

The application. Any arrears must be explained and justified. Foreign tenderers must submit equivalent confirmation that government taxes and duties have been paid in the country where the tenderer has its place of business.

Requirement 2: The tenderer shall be a legally established company.

Certificate from the register of enterprises Certificate of registration in a trade register c.f.

the legislation of the country where the tenderer is established. The certificate must not be more than 6 months old at the submission date for the application.

The tenderer shall have economic and financial solidity that gives the Contracting Authority

security that the tenderer will be able to execute the contractual obligations.

The tenderer shall have positive equity and be able to present documentation on

the tenderer's position of ‘credit worthy without security’.

Documentation requirement:

Credit evaluation/rating, not older than one year, and which is based on the last known

fiscal figures. The Client reserves the right to obtain credit ratings on its own initiative.

Requirement 2: The tenderer shall have good implementation ability and capacity in the competence areas described in point 3.2.2.1.

Teknisk og faglig kapasitet:

Requirement 1: The tenderer shall have experience from equivalent deliveries in

the competence areas described in the table in the qualification documentation, point

3.2.2.1.

Contract part 1 requires the following documentation:

An overview that contains the three (3) most important deliveries or services executed during the last three years in each of the competence areas described in point 1-3 in the table in point 3.2.2.1, including information about value, point in time, as well as the name of the public or private recipient. 3 reference description are requested, c.f. The bullet points above. Should the tenderer nonetheless provide more references, only the first 3 provided will be given any weight during evaluation. The references should be written in Times New Roman, text size 10. Maximum two (2) A4 pages per reference.

Contract part 2 requires the following documentation:

An overview that contains the three (3) most important deliveries or services executed during the last three years in each of the competence areas described in point 1- 5in the table in point 3.2.2.1, including information about value, point in time, as well as the name of the public or private recipient.

Three reference descriptions are requested, c.f. The bullet points above. Should the tenderer nonetheless provide more references, only the first three provided will be given weight during evaluation. The references should be written in Times New Roman, text size 10. Maximum two (2) A4 pages per reference.

Requirement 2: The tenderer shall have good implementation ability and capacity in the competence areas described in point 3.2.2.1.

The following documentation is required:

A description of the tenderer's technical personnel or technical units the tenderer has at their disposal to fulfil the contract, regardless of whether they belong to the company or not.

If the tenderer uses sub-contractors, an overview must be given for the distribution of technical personnel or technical units between the main supplier and the sub-contractor.

Requirement 3: For Contract part 1, the Tenderer shall have a good and well functioning

quality assurance system. For Contract part 2, the tenderer shall also have a

management system for information security based on ISO 27001 or equivalent,

that covers the tenderer and any sub-contractors.

Documentation: A description of methods for quality assurance (max.

5 A4 pages. Methodology for quality assurance should include at least:

— Project execution

— Information security

— Work methodology for cooperation between the Contracting Authority and third parties

— Recruiting and staffing

— Skills building.

Contract part 2 also requires a description of the management system for

information security, copy of certification or documentation on

equivalent quality assurance measures (max. Five A4 pages).

From the received requests for participation in the competition, the Contracting Authority will invite five to seven tenderers who best fulfil the technical and professional qualification requirements on Contract part 1, and 3 to 5 tenderers who best fulfil the technical and professional qualification requirements to submit tender offers on Contract part 2. The Contracting Authority will evaluate the tenderers' responses to the requirements in point 3.2.2.1 (technical/professional qualifications) and 3.2.2.2 (the tenderer's capacity).
