Procurement of development, maintenance and applications operations services on Oslo kommune's ITAS platform

Oslo kommune v/Utviklings- og kompetanseetaten [Oslo municipality, c/o the Development and Competence Agency]

The procurement shall cover the municipality's need for development, related to both new and existing applications, application maintenance and applications operation of respectively new and existing online services, integrations and applications that run on the ITAS platform. The procurement shall also cover any future development and operations of platforms for service development on Oslo kommune's common ICT platform with equivalent development methodology, tools and architecture.
The procurement shall give Oslo kommune access to competence and capability to digitize new services with high service quality.
The procurement is divided into 2 contract areas:
Contract part 1:
Development of services, integrations and applications that run on Oslo kommune's integration platform, as well as maintenance and applications operation for the developed services until the Contracting Authority takes over the responsibility.
Development of services, integrations and applications on any future integration platforms that use similar development methodology, tools and architecture as ITAS, as well as maintenance and applications operation for the developed services until the Contracting Authority takes over the responsibility. This is limited to future platforms that are established on Oslo kommune's common ICT platform.
Contract part 2:
Maintenance and applications operation for services, integrations and applications that run on the integration platform where the Contracting Authority has taken over the responsibility.
Assist the Contracting Authority with strategy, architecture and further development of the integration platform, its framework and associated methodology.
Oslo kommune shall have an option on:
Maintenance and applications operation for services, integrations and applications that run on any future development and operation platforms that use similar development methodology, tools and architecture to the current integration platform. This is limited to future platforms that are established on Oslo kommune's common ICT platform.
The tenderers can apply to be qualified for Contract part 1, Contract part 2 or for both of the contract parts.
