Procurement of an EHR solution with adjacent systems and services

Helse Midt-Norge RHF (Central Norway Health region)

The Central Norway Regional Health Authority RHF and its Health Trusts (‘HMN’), and the City of Trondheim (TCT), together with other municipalities in the Central Norway Health Region (Møre og Romsdal, Nord-Trøndelag and Sør-Trøndelag), hereby invite interested parties to participate in the Pre-qualification for the delivery of a new electronic health record solution with adjacent systems and services for the specialist and primary healthcare services (hereafter the ‘EHR solution’), including general practitioners in Central Norway. A list of the contracting authorities can be found in Annex 3 (List of Customers) to the Pre-qualification Information Memorandum.
The contracting authorities have entered into a close cooperation with the national health authorities with the aim that the EHR solution for Central Norway will be a first step towards the objectives set out in ‘Én innbygger — én journal’ (EIEJ), cf. https://ehelse.no/strategi/n-innbygger-n-journal />A new common EHR solution will replace HMN's and the municipalities' existing solutions and provide significantly improved functionality, including electronic interaction between entities to support clinical pathways across organisational borders and interfaces, facilitation of active involvement of citizens in their own health (patient empowerment), and the collection of health data for organisational-, development- and research objectives.
The term of the Purchase Contract will be 10 years after go-live for the last Health Trust in the region. The procurement includes support and maintenance services that will be governed by a continuous Maintenance and Support Contract. The procurement also includes training of users, consultancy services related to e.g. installation(s) and integration interfaces, customization (adjustment and adaptations to systems and functions), configuration and data migration, and other software, materiel or services as are needed to support the implementation of the EHR solution.
The procurement does not include operations management services (‘driftstjenester’). The integration platform to systems outside Helseplattformen will also be acquired separately. The Provider of the EHR solution will however be required to disclose all interfaces that his solution supports, and the capability to integrate and to support integration with other systems will be required and given high priority.
The EHR solution shall be technology adaptive over time and enable the Customer to take part in the technological development towards continuously improving the health care services in the region.
In order to reduce implementation risk a high degree of solution maturity will be considered favorably.
For the avoidance of doubt, the solution should appear as a unified solution for the Customers (users and administrators), but may consist of one or more systems/applications/components.

Beskrivelse av opsjoner:
The EHR solution will be procured as options for TCT and the other municipalities. The contract will provide other actors having agreements with HMN, TCT and/or other municipalities (hereunder the general practitioners) with options to procure the EHR solution. Parts of the requested scope (both functions and services) will also be acquired as options, cf. annex 4 to the Prequalification information memorandum. The division between firm orders and options will be expressed in the invitation to dialogue document and finally decided through the dialogue phase.

The Candidate shall be a legally established company Documentation: Certificate or proof of registration.

Økonomisk og finansiell stilling:
The Candidate shall have an economic and financial standing that makes the Candidate suitable as a supplier of an EHR and adjacent systems and services, together with support and maintenance, and implementation and integration consultancy services, as a long-term partner for Helseplattformen. This includes having satisfactory liquidity and low risk of bankruptcy. Documentation: Financial statements from the last three years, an auditor's certificate for each year and if available a long term credit rating. Teknisk og faglig kapasitet:
The Candidate shall have the necessary capabilities and sufficient experience to fulfil its contractual obligations during the entire contractual period. Documentation: a list of the main deliveries of EHR solutions for the past 3 years.
The Candidate shall have an organisation that has sufficient capacity to fulfil its contractual period on a continuous, uninterrupted basis and the ability to ensure quality of deliverables and services, in accordance with a demanding long-term Contract for delivery of an EHR solution. Andre særlige vilkår:
The contract will, as a starting point for the dialogue, be based on the contractual terms imposed by the Government Standard Terms and Conditions for IT-Procurement. There will be made modifications in the standard terms and conditions referred to above where this is deemed to be appropriate. The contract will include requirements regarding salary and working conditions, cf. the rules in the regulation on salary and working conditions in public contracts of 8.2.2008.
