Procurement of a telephony services for NVE

Norges Vassdrags- og Energidirektorat (NVE) (the Norwegian water resources and energy directorate)

The Norwegian Water Resources and Energy Directorate (NVE) wishes to enter into a framework agreement for the delivery of:
— Subscriptions and traffic for landline telephony (SIP trunk);
— Subscriptions and traffic for mobile telephony and mobile data services;
— Mobile telephones and accompanying services (including mobile telephone service).
The tender contest will be carried out in 2 stages. This is Stage 1 of the process and concerns pre-qualification. Provided that NVE receives a sufficient number of qualified applicants, the objective is to invite minimum 5 of these applicants (cf. the Public Procurement Regulations (FOA) § 17-6) to submit tenders for stage 2 of the tender contest.
The estimated annual value of the agreement is between 2 NOK-3 000 000, excluding VAT. Invoicing shall be based on the issuing of electronic invoices in accordance with the EHF standard. The contract period is 2+1+1 years.
Tenders for lots cannot be given. NVE wishes to enter into an agreement with a supplier who shall be responsible for all integrations and all services. NVE will use the Operating Agreement (SSA-D) from Difi.no with standard appendices as the contract for final agreement.

A VAT certificate is required (National requirement);

A tax certificate is required (National requirement).

Økonomisk og finansiell stilling:

Tenderers must have the financial capacity to implement the assignment/contract. Documentation requirement: Annual Accounts, including the board's annual report and auditor's statement. The annual accounts for the previous 3 years shall be enclosed.

Teknisk og faglig kapasitet:

A good and well-functioning quality assurance system is required for the services that shall be provided. Documentation requirement: A statement regarding the tenderer's quality assurance system/quality management system or a copy of the system certificate issued by the accredited certification bodies or similar documentation.

Tenderers shall have experience from a minimum of 5 equivalent assignments. Documentation requirement: The tenderer shall submit a list of 5 relevant reference clients over the last 5 years. The form shall be enclosed with the tender. NVE shall use own experience in order to evaluate the suppliers in accordance with the received reference list, and reserves the right to contact the references if required.
