The Election Directorate owns, operates and administers the Norwegian administrative election system for holding elections (EVA). 1 of the components in EVA is a system for electronic counting of paper voting slips (scanning). This scanning system is used in various elections by counties and municipalities to interpret and count paper voting slips. They get the software from the Election Directorate free of charge.
The municipalities and counties are responsible for the practical side of holding elections. Scanner centres are established in the municipalities and counties for the counting. Some municipalities and counties also join forces for the counting process and establish large scanning centres. The municipalities and counties need equipment for this (scanners and other equipment) and assistance. A framework agreement shall therefore be established, which all Norwegian municipalities and counties can make call-offs on.

The concrete extent and type of services that the municipalities and counties will request in this framework agreement has not been mapped. Experience says, however, that the need for scanning at Parliamentary elections is less than in municipal and county elections, as there is less work involved for the municipality/county to deal with corrections/changes on voting slips. There were 204 municipalities and counties that scanned in the municipal and county elections in 2015. All 19 counties scan independent of the type of election.

— The economic and financial capacity to complete the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.
Documentation requirement:
— Tenderers shall enclose documentation that substantiates sufficiently solid finances to fulfil the assignment. A credit rating with key figures from a recognised credit assessment company or other form of documentation to demonstrate that the requirement has been met.

Qualification Requirement:
— At least 3 deliveries (deliveries means free-standing installations with the establishment of scanner systems for electronic counting of voting slips (scanning) in the last 5 years. Emphasis will be put on the reference assignments having equivalent complexity, equivalent requirements for availability and performance as what shall be carried out in Norway in 2017.

This is a parallel framework agreement, with several suppliers. The Contracting Authority will enter into the framework agreements on behalf of all counties and municipalities included in the agreement, and the counties and municipalities can make call-offs against the agreement. Call-offs and invoicing shall be made directly between each municipality/county and the supplier. Observe that the Contracting Authority shall also be able to make call-offs against the framework agreement.
