A road culvert shall be established under the railway at Ødegården in Lørenskog. The existing subway under the railway shall be kept for pedestrians going to Lørenskog station.
The contract is for the establishment of a new concrete culvert for two lanes, as well as a pavement under the main railway. The culvert shall have an internal width of 11.5 m and a displayed free height of 3.40 m The initiative includes alterations to municipal water and sewage pipelines, alterations to and the development of NRV's water pipelines, alterations to cables and district heating installations, construction of a road, foot and cycle path, as well as alterations to a junction at Haneborgveien.
Access to the track is required (train stoppages) for the construction and demolition of a temporary bridge. Trains must be stopped for an estimated three times (three interruptions).

Tenderers are required to submit confirmation of paid tax, employer contribution and VAT. The confirmation must not be older than 6 months, calculated from the tender deadline. Any arrears must be justified.

— Foreign tenderers must provide certificates from authorities equivalent to the Norwegian authorities.
Tenderers are required to have a legally established company.
— Company registration certificate or registration certificates in professional registers as determined by legislation in the countries in which the Tenderer and/or sub-supplier(s) are established.
Tenderers are required to be affiliated with publicly certified apprenticeship schemes.
— Statement from the company regarding connection to any publicly certified apprenticeship schemes that are valid during the execution of the contract.
Tenderers shall have sufficient right to be responsible for the initiative.
— Valid documentation of central certification for the right to be responsible in development class 3 for UTF.
Økonomisk og finansiell stilling:
Good solidity is required
— Credit evaluation/rating, not older than six months, based on the last known accounting figures. The rating shall be carried out by an officially certified credit rating institution.
— The company's annual accounts for the last two years with the auditor's report, as well as recent information of relevance for the company's accounting figures are to be enclosed.
Teknisk og faglig kapasitet:
Relevant experience is required.
Tenderers shall have sufficient experience from equivalent assignments.
Equivalent assignments means equivalent complexity and extent, including projects connected to railways, roads and constructions, with the accompanying electro and water and sewage deliveries.
— Overview of assignments in the last 3-5 years calculated from the tender deadline expiry date.
An overview showing the execution of equivalent multi-disciplinary deliveries/site projects of an equivalent complexity and extent. Descriptions shall be enclosed of the work's value, date and place and indicate whether the works were professionally and properly completed.

Good implementation ability is required.
The delivery shall have relevant organisation and competence for the assignment.
— Information on how the Tenderer organises such projects. Interface and distribution of responsibility with sub-suppliers. General presentation of the organisation and professional environments.

Sub-suppliers
The assignment shall be carried out by the chosen turnkey contractor and his employees in a contractual employment relationship, or possibly by sub-suppliers and their employees, or by legally hired labour. The agreement has an anti-corruption clause (PPR § 3-11 4).

— Any documentation that shows that the company has an environment management system.
Action plan environment
By the time the contract is signed, the applicant must have prepared an environmental action plan for the assignment.
— Confirmation that such an action plan has been or will be prepared.
The action plan ought to include the following, amongst other things:
— Energy saving measures connected to parts of the company.
— Internal environmental training of employees.
— Training drivers in economic driving (relevant if the drivers are the tenderer's own employees).
— CO2 reducing measures for transport
— Environment requirements for sub-contractors.

There will be particular terms regarding social responsibility, ethical trade, environment, requirements for a percentage of apprentices and a percentage of skilled workers. As a starting point, only one link of sub-suppliers is allowed in a chain under the main tenderer. Two links could be accepted as an exception.
