The framework agreements are for the management and further development of the IT systems SafeSeaNet and Njord. 2 contracts shall be signed, one for SSN and 1 for Njord. Each contract will include management and development in its area. In the next phase, the prequalification phase, tenders can be submitted for both contracts. One tenderer will be chosen for both contracts if this is the economically most advantageous. Tenderers must submit 2 tenders, one for each of the contracts and state a total tender sum if the tenderer would like to compete for both contracts.
SafeSeaNet Norway is a national ship reporting system for shipping, based on the European Single Window concept. The system is and will be developed and managed based on the current national and international laws, as well as cooperation agreements between relevant authorities.
The Norwegian Coastal Administration is the responsible authority for facilitating the ship reporting system in Norway, so that the departments that have a statutory and regulatory legal basis for this, can extract relevant ship information directly from the notification system, without requesting for individual reports on shipping. In this way the notification system simplifies the administrative work for sailors, ship agents, ports and authorities.
SafeSeaNet Norway also functions as a gateway for external users for ordering a pilot or fairway certificate administration.
The overall objectives of the procurement are to fulfil the requirements in the Norwegian Coastal Administration's award letter from the Ministry of Transport and this involves the Norwegian Coastal Administration's systems being operative for 99 % of the time.
Njord currently functions as an integrated part of the electronic message and reporting system SafeSeaNet, which shipping and shipping agents use to order pilots and report sailing related information to Norwegian authorities. A separate framework agreement will be signed for the trade system Njord.
Njord also includes a module for case handling and administering fairway certificates.
In addition Njord is also an administration tool for basic data that is used in SafeSeaNet and Njord. This is basic data on vessels, companies and persons.
