NRK has a varying requirement for ICT professional consultancy services. The consultancy services apply to the above listed competence areas NRK is in the front of using modern technology. The offered consultants must therefore comply with the contracting authority's great demands. The objective of the procurement is to enter into framework agreements with several providers who can ensure access to professional relevant ICT HR with a high degree of accessibility

Consultancy services are in this context defined as consultancy services/assignments. The tender notice is divided in the following contract areas, where the tenderer can submit tenders for one, several or all areas: Open Source, IT platform (Microsoft and VMware), Storage and storage networks (EMC, Dell, HP, Brocade), HP Service Manager (Hewlett Packard), Databases (Oracle) and temporary staff services for IT-support.

The framework agreement period is two (2) years from contract signing with unilateral option for NRK to extend the agreement two times by one year, so that total agreement period is four (4) years.

Annex 1: Certificate for paid tax, employer contribution and VAT.
http://www.kemnerkontoret.oslo.kommune.no/skatteattest/ The requirement is only obligatory for Norwegian tenderers, but international tenderers are encouraged to submit equivalent documentation. The certificate shall not older than 6 months, calculated from the tender deadline. If, due to conditions in the country's authority, it is not possible to submit a certificate newer than 6 months, confirmation of this is required from the authority in question. The tax certificate shall be enclosed with the tender. If the certificate is not submitted by the tender deadline and/or it is older than 6 months, the tender can be rejected, cf. FOA § 20-12 (1) letter b), cf. § 17-14.

Annex 2: Company registration certificate or equivalent documentation that shows that the supplier is registered in a trade register in his home country. http://www.brreg.no/ The tenderer's organisation form will not be of significance when assessing the qualification. Tenderers shall enclose an updated company registration certificate with the tender, cf. FOA § 17-10 (1).

Økonomisk og finansiell stilling:
Annex 3: Economic and financial standing shall be documented with the following information:
1. Last approved annual accounts with the annual report and the auditor's report as well as any recent information of relevance. If a tenderer has valid reasons as to why he cannot provide the requested documentation, a guarantee from a parent company that fulfils the qualification requirement, or alternative documentation in the form of, e.g., a statement from an auditor or financial institution that is suitable for fulfilling the documentation requirement, can be accepted. NRK will obtain a credit/solidity appraisal from Experian.

Teknisk og faglig kapasitet:
The tenderer shall describe methods and/or systems for management and quality assurance for supply of services. The description should include a general perspective (aim, guidelines) in addition to specifically stating how the tenderer, through organisation, management, training, process and routine descriptions etc. works to ensure high quality and value for the contracting authority in the provision of the services. This also includes routines for maintaining competence.
