The Norwegian Parliament shall procure a new learning game(s) for students in primary and lower secondary schools and sixth form colleges. This game/these games shall replace The Norwegian Parliament's current learning game for sixth form colleges (Minitinget) and primary and lower secondary schools (the choice is yours), and be a supplement to The Norwegian Parliament's other communications services, including guided tours and meetings with representatives. There is no guidance for whether there should be two games or different version/editions (or similar) of the same game, but there should be some different offers for the target groups of sixth form colleges, and primary and lower secondary schools. The game(s) shall be The Norwegian Parliament's main offer for school classes and shall be executed in an existing room in The Norwegian Parliament premises. The aim of the game/games should be to provide students with knowledge about The Norwegian Parliament, as well as promote engagement for the Norwegian democracy amongst participants. The learning games content and technical construction shall facilitate for this. The game(s) must be subject relevant for students. It is important that the students experience the task as motivational, the content as time relevant and the game's infrastructure as modern and appealing.
The development will be such that The Norwegian Parliament prepared a general requirement specification that the tenderers submit tender offers on and that the tenderer thereafter executed a detailed specification together with The Norwegian Parliament. Thereafter follows a development phase, testing phase and operational phase.
Learning games should also be offers that can be used outside of The Norwegian Parliament premises. This should be offered as an option.
