Tenderers must have
1) Sufficient implementation ability and capacity to provide the requested services.
2) Experience from equivalent assignments.
Documented by:
A brief description of the service provider's implementation ability (for relevant/comparable assignments) and capacity shall be enclosed.
A brief description of 3-5 assignments with relevance to this project.
3) A good, well functioning quality assurance system is required. Documented by: A Statement of the company's routines for quality assurance. See the tender documentation.

The principle of ‘user-driven’ funding has been given much emphasis in the development of industry-oriented R&D in Norway in the recent decades.
