Norges forskningsråd (The Research Council of Norway)

The Research Council of Norway has several financing schemes that shall simulate cooperation between businesses and research institutions in research and development activities. These means have a unique organisation and give different incentives for such cooperation. The Research Council of Norway would like to carry out a comparative study of how public financing of industrial research and development is arranged in different European countries and how the government support rules are dealt with in this type of financing.

Egnethet til å utøve yrkesvirksomheten:
The tenderer shall be a legally established company. Documented by: Norwegian companies: Company registration certificate.
Foreign companies: Documentation proving that the company is registered in a trade or business register as prescribed by the law of the country where the tenderer is established.
Økonomisk og finansiell stilling:
1) The tenderer must have sufficient financial capacity to comply with the contractual obligations. Documented by:
Credit evaluation/rating, not older than one year, and which is based on the last known fiscal figures. The rating shall be carried out by an officially certified credit rating institution. The Research Council of Norway also wishes to obtain own credit assessments where appropriate.

2) Tenderers shall have their tax and VAT payments in order. Documented by: Tax certificate.
VAT certificate (Certificate for paid VAT).
Businesses can order tax and VAT certificates from the 1 place. You can either apply to your local tax collection office or to the tax office. The certificates should not be older than 6 months from the tender deadline. See www.skatteetaten.no
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian authorities.
Teknisk og faglig kapasitet:
Tenderers must have
1) Sufficient implementation ability and capacity to provide the requested services.
2) Experience from equivalent assignments.
Documented by:
A brief description of the service provider's implementation ability (for relevant/comparable assignments) and capacity shall be enclosed.
A brief description of 3-5 assignments with relevance to this project.
3) A good, well functioning quality assurance system is required. Documented by: A Statement of the company's routines for quality assurance. See the tender documentation.

The principle of ‘user-driven’ funding has been given much emphasis in the development of industry-oriented R&D in Norway in the recent decades. The principle implies that collaborative R&D projects between research institutions and industry are directed towards problems or research questions defined by the industrial participants in the project.
