The contracting authority would like to enter into a framework agreement in the form of an operational leasing contract for an instrument, with the accompanying software and a framework agreement for consumables (test sets), for detecting somatic mutations in the genes EGFR, BRAF, KIT, PDGFRA, PIK3CA, KRAS and NRAS via deep sequencing. The system must also be flexible for analysing other mutations.
The discipline is developing quickly and the contracting authority would like a flexible method that can open for testing new genes in the contract period.
The instrument shall be used by the pathology department at the Laboratory Clinic. There will be an estimated 600-800 analyses of patient samples per annum. Full operation is expected to be achieved after year 1.
The total value of the contracts is estimated to be 1 500 000 NOK excluding VAT per annum.
Tenders for purchase of an instrument will be rejected.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
The tenderer is required to have fulfilled the obligations in terms of the payment of tax and VAT. Certificate for tax and for VAT. Issued by the Norwegian Tax Administration.
The certificates shall be issued on the Tax Directorate's form RF-1316 or another form that provides the same information.
The certificates shall not show significant arrears. The certificate must be no older than 6 months from the submission date of the offer.
Foreign tenderers must provide certificates from equivalent authorities to the Norwegian ones.
Økonomisk og finansiell stilling:
A. The supplier must have the financial capacity to fulfil the assignment/contract.
Credit evaluation/rating, not older than six months, and which is based on the last known fiscal figures. The rating shall be carried out by an officially approved credit rating institution.
We retain the right to collect a credit rating on our own initiative from a reputable rating company.
The rating must be at least A or better, measured against the AAA Soliditet's scale — or equivalent score from another reputable rating company.
Companies without a satisfactory credit rating, newly started companies with a credit rating of AN, individual foreign companies or companies without reporting obligation to the Brønnøysund Register Centre will not always be able to submit a credit rating as documentation that the qualification requirement is satisfied. In such circumstances, they will be able to compensate with a satisfactory guarantee from a bank and/or guarantee from a parent company with a satisfactory credit rating which provides an equivalent security for the implementation ability. These alternative documents must be included with the tender.

Teknisk og faglig kapasitet:
A. The tenderer is required to have adequate experience from similar assignments. Similar assignments are seen as the delivery of such performance as encompassed by the competition for major public departments/companies or to major private corporations. — Tenderers shall enclose a list of the most important relevant deliveries and services performed during the past three years, including information on the value, date, and recipients. Certificates issued or verified by the Contracting Authority can be attached.

B. Tenderers must have a well-functioning quality assurance system for the services that shall be provided — If the routines that are described in the Tenderer's quality assurance and/or management system are in accordance with the ISO standard or equivalent 3rd party verification system, it is sufficient to enclose a valid certificate with information on where this is described. Alternatively, an existing system and routines that substantiate that the requirement is fulfilled can be described.
