A contract is wanted for the further development, support and maintenance of a budget tool for the ministries (Budmod). Budmod supports the process with preparing specialised propositions for the national budget and exchanging budget data between the specialised ministries and the Ministry of Finance (FIN). Budmod is a self-development application. DSS is the system owner and operator. Budmod is delivered on two platforms, graded and ungraded, depending on the ministries' service requirements.

The contract period is 2 years from when the contract is signed. In addition DSS shall have an option to extend the contract for 1 year at a time for up to 8 years. The maximum length is therefore 10 years.The call-offs on the contract (the contract's value) are difficult to estimate at the current time. They will depend, amongst other things, on the extent of grants. The total extent is estimated to be between 500 000 NOK and 6 000 000 NOK per annum, excluding VAT during the entire contract period. The estimated value is not binding for DSS. The call-offs on the framework agreement can be both for more or less than the estimate due this uncertainty.In the event of a lack of grants, the procurement can be cancelled or held for a restricted amount.Allowance must be made for the framework terms for Budmod being changed in the development period.

Documentation requirement:
Norwegian companies: Company Registration Certificate.
Foreign companies: Verification that the company is registered in a trade index or a register of business enterprises as prescribed by the law of the country where the company is established.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic and financial capacity to carry out the assignment, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.
Documentation requirement:
A credit rating with key figures from a certified credit assessment company, or another form of documentation that demonstrates that the requirement has been met.
Teknisk og faglig kapasitet:
Tenderers shall have relevant experience from equivalent deliveries, including further development, support and maintenance etc. See point 2 Description of the Delivery.
Documentation requirement:
A list of relevant deliveries in the last 3 years.
Tenderers shall document their experience as specified in Annex B of the qualification documentation. Equivalent deliveries mean the delivery of application development projects with stated additional services for entities of comparable complexity and size. In value terms the tenderer ought to be able to refer to references that as a minimum have given a turnover of 300 000 NOK excluding VAT per annum. References older than the last 3 years can also be submitted if they document relevant experience with equivalent deliveries.

—- a description of the delivery (e.g. whether it included maintenance and further development);
— the tenderer's role/responsibility;
— the duration of the contract/assignment;
—- the value of the contract/assignment, if possible;
