A cooperative purchasing agreement shall be signed (group-wide framework agreement) for the procurement of painting, wallpapering and floor laying services for Oslo municipality's entities and Ruter AS. The property companies Boligbygg Oslo KF, Undervisningsbygg Oslo KF and Omsorgsbygg Oslo KF are not users of this agreement. The cooperative purchasing agreement shall apply to assignments up to 500 000 NOK excluding VAT. For assignments over this sum, it is voluntary to utilise the agreement. Contract assignments will not be included in this agreement.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Requirement 1: Tenderers shall be a legally established company.
Documentation:
— Norwegian companies: Company Registration Certificate.
— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.
Requirement 2: Tenderers shall have their tax affairs in order in relation to the payment of tax and VAT.
— Tax and VAT certificate, not older than 6 months. The certificate can be ordered and downloaded from Altinn. If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration.
—Norwegian tenderers who are not VAT obliged must provide confirmation of this from the Norwegian tax authorities.
— Foreign tenderers must submit certificates from authorities equivalent to the Norwegian authorities.
Økonomisk og finansiell stilling:
Requirement: The tenderer must have the financial capacity to carry out the assignment/contract.
Documentation:
— The company's last Annual Financial Statement including notes, the Board's Annual Reports and Audit Reports, including new information of relevance to the company's fiscal numbers.
The Client reserves the right to obtain credit ratings on its own initiative.
Teknisk og faglig kapasitet:
Requirement 1: Tenderers shall have good experience from equivalent contracts.
Documentation:
— A list of the most important deliveries and services provided during the last 3 years, including information on:
o Value,
o Dates,
o Name of the public or private recipient,
o Description of the assignment.
Requirement 2: Tenderers shall have sufficient capacity and execution capabilities.
— A statement of the tenderer's average workforce and the number of employees in the administrative management during the last 3 years.
Requirement 3: Tenderers shall have very good competence within painting, wallpapering and floor laying disciplines.
— Information on education and professional qualifications at the tenderer and the company's administrative and technical management, particularly for the person or persons responsible for providing the service.
Requirement 4: Tenderers shall have a relevant and well-functioning quality system suited to the content of the contract.
— A description of quality assurance methods.
— Certificate for the company's quality assurance system issued by independent bodies that certify that the tenderer fulfils certain quality assurance standards, for example ISO 9001:2008.
The contracting authority will also accept other documentation of equivalent quality assurance measures presented by tenderers.
Kontraktutførelse
Andre særlige vilkår:
The tenderer shall ensure that apprentices are used throughout the contract period for at least 10 % of the work hours for this contract in the disciplines where apprentices are required.
The contracting authority shall have full authority from the tenderer(s) and sub-suppliers(s) for an unlimited number of times to obtain information on the matters specified in the authority, to obtain information on tax and duties etc.
The tenderer and any sub-suppliers shall always fulfil their tax and/or duty obligations. The contracting authority can always check the tenderer's and any sub-suppliers'fulfilment of tax and/or duty obligations.
If it is beyond reasonable doubt that the tenderer has breached the Competition Act §§ 10 or 11, or equivalent provisions, the contracting authority can cancel the contract if this is deemed to be appropriate after a concrete assessment.c
The tenderer can not have more than one link in the chain of sub-contractors under them.
The tenderer is required to submit electronic invoices in Electronic Commerce Format (ECF) from the date the contract is signed. A separate contract with an access point must be signed as a Tenderer.
