It is not allowed to use fuel (bunkers) that contain more than 0.10 % sulphur in the SECA area, as defined in MARPOL (International Convention for the Prevention of Pollution from Ships). In order to control ships along the Norwegian coast, the Directorate need a framework agreement on the purchase of hand held XRF devices and additional equipment, consumable equipment and service. The device must be portable and quickly able to determined if the fuel is over or under the allowed value for sulphur in the ship's fuel.

Qualification Requirement:
The tenderer must be a legally established company.
Documentation requirement:
The tenderer shall enclose a certificate for registration in the professional register as required in the legislation where the tenderer is established (certificate from Register of Business Enterprises, trade index, or equivalent).

Certificates issued by the competent authorities in the member country where the tenderer belongs, confirming that the tenderer has met their obligations with regard to the payment of taxes and employer contributions, as well as VAT in accordance with the legal requirements of the tenderer's home country.

Documentation requirement:
Documentation is not required. The Norwegian Maritime Authority will obtain credit appraisal of the tenderer. The tenderer must as a minimum achieve credit score ‘A worthy of credit’, or equivalent.

The tenderer must have sufficient financial capacity and security to be able to carry out the contractual obligations.

O Overview of the tenderer's total manpower.
o Reference list of the tenderer's five principal deliveries the last 3 years, with relevance to this framework agreement with the name of the contracting authority, contact information, the scope of the assignment as well as duration. What has been delivered and the function the tenderer had in the assignment, must be stated. If sub-providers are engaged in parts or the entire assignment, equivalent reference for the sub-provider must be presented. The Norwegian Maritime Authority reserves the right to contact the stated references.
