Framework agreement for software and methods development within InSAR

Geological Survey of Norway (NGU)

Geological Survey of Norway (NGU) and the Norwegian Space Centre will establish a knowledge center that shall be responsible for prioritizing admission, systematic processing, refining methods and the establishment and operation of national ground segment for InSAR production line, and hereby invites offers for a framework agreement for software and methods development within InSAR.
The following objectives have been formulated for the system.
1. Automated nationwide background processing
a. Nationwide deformation map in low resolution (circa 8x2 multilook), based on analysis of distributed scatterers (eg SBAS), updated 1-2 times per year
b. Deformation map of all urban areas in full resolution (5m x 20m), based on persistent scatterer analysis (PSI), updated 1-2 times per month
2. On demand processing for advanced users.
a. Specialized processing with configurable parameters for special needs.
The assignment comprises of:
— Design of the interface with the core ground segment for search and download of data (backend)
— Design of the interface with the processing system (frontend)
— Elaboration and implementation of local archive system for InSAR processing
— Handling of archival data from other sensors
— Handling static supplementary and metadata
— Handling dynamic supplementary and metadata
— Handling of finished processed data
— Develop a flexible and well-documented API that allows heterogeneous, modular processing.
Requirements for bidders
a. Demonstrated capability of InSAR time-series analysis based on Sentinel-1 TOPS SLC products. Ability to process from Sentinel-1 IW RAW is an advantage.
b. Proven experience in InSAR for mapping geohazards.
c. Conditions for open licenses on proposed software and documentation
The Geological Survey of Norway will evaluate and compare only the Price quoted of those Bids found to be substantially responsive. Detailed evaluation shall be conducted on the basis of:
— Quality and experience within InSAR
— Quoted hourly rates
— Assignment execution plan and references
The bid shall be submitted in the following format:
— Original Bid on paper, dated and signed, in a sealed envelope and clearly marked ‘ Framework agreement for software and methods development within InSAR“
— One copy in PDF format on CD or memory stick
— One censored copy in PDF format on CD or memory stick
Bidder shall prepare an original offer and send it in a sealed envelope. The envelope should then be placed in neutral envelope and sealed. The neutral sealed envelope shall be marked: ‘Bid: Framework agreement for software and methods development within InSAR’ and delivered within the 15.4.2016 to:

The Bidder holds the risk if the tender does not arrive in time at NGU in Leiv Eirikssvei 39.
Valid tax certificate and HSE declaration shall accompany the tender.
NGU reserves the right to reject the entire, parts of the bid or to enter into negotiation with a selection of the most relevant suppliers. NGU reserves the right to go ahead with new request for bids depending on the size of received quotations, quantity and available budget.
Electronic Invoice:
NGU requires that the suppliers of goods and services have the capacity to send their invoices and credit notes electronically in accordance with the standard ‘Electronic Trade Format’ (Elektronisk handelsformat-EHF).
NGU uses the regulation ”General purchasing terms for government purchases of merchandise (AIS 89).

Kontraktutførelse
Hovedfinansieringsvilkår og betalingsordninger og/eller henvisning til relevante bestemmelser som regulerer dem:
— Tax and VAT certificate according to form RF-1244 (Norwegian providers). The certificate shall not be older than 6 months from the deadline expiration.
— Annual accounts for 2014 and 2015 confirmed by an auditor.
