The objective of the procurement is to enter into framework agreements in order to cover the Police's need for office furniture.
The term office furniture is used regarding complete office work stations with associated chairs, storage, and meeting room table and other workplace furniture. Office furniture includes i.a. the following products:
— Work table with raising/lowering function or fixed legs. With and without thin client suspension and cabling;
— Meeting room table with and without thin client suspension and cabling;
— Office chairs;
— Cabinets and shelves for storage;
— Drawer compartments;
— Table shields;
— Desk lighting;
— Pigeon-holes;
— Environment stations;
— Tables for operations centres.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
Tenderers shall document that all obligations relating to the payment of taxes and duties are fulfilled.
Documentation requirement:
— Tax certificate, joint certificate for tax and VAT, not more than six months old, calculated from the deadline for submission of tender offers. (The certificate, form RF-1316, can be ordered from the Tax Collector or The Norwegian Tax Administration, alternatively can be ordered and collected in Altinn).

— Foreign tenderers must provide certificates from authorities equivalent to the Norwegian authorities.
Tenderer shall substantiate that the enterprise is legally established.
— Norwegian companies: Company Registration Certificate
— Foreign companies: Proof that the company is registered in a professional register as determined by the law of the country where the tenderer is established.
The certificate should not be more than 12 months old.
Økonomisk og finansiell stilling:
Tenderers must have sufficient economic capacity to carry out the assignment/contract.
— Credit evaluation/rating from a credit rating institution, not older than 6 months.
— The contracting Authority reserves the right to obtain credit rating information independent to the documentation submitted by tenderers.
Teknisk og faglig kapasitet:
Tenderers shall have good experience from equivalent assignments.
The tenderer shall enclose a list of the three most important, relevant deliveries during the last 3 years, hereunder information about:
— The scope of the delivery in monetary terms
— Date of implementation
— Which company was responsible for the delivery
— Recipient (name, telephone number and e-mail address). References will be contacted if necessary.
Tenderer shall have sufficient capacity to provide in-house services to all offices stated in Annex 2. In-house services means that the tenderer themselves, via the dealer network, or other solutions can carry out visits for guidance in connection with Servicing, testing of furniture etc.

It is emphasised that the number of locations in Annex 2 may changes/increase depending on ongoing restructuring processes.
Documentation requirements: Tenderers should account for how they are organised to fulfil the requirement.
Tenderers should be able to deliver all of the requested products to all of the Contracting Authority's offices/locations in Annex 2.
Documentation Requirement: Tenderer's binding self declaration in Appendix 2 of Annex D.
Tenderers shall have a good and well functioning system for quality assurance/management..
Documentation requirement: Tenderers shall document their system for quality assurance/quality
management.
If a tenderer is certified in accordance with an internationally recognised standard for quality assurance/quality management, for example ISO 9001 or equivalent, it is sufficient to enclose a copy of the issued certificate.
If the tenderer is not certified, the quality system must be documented. The documentation should at lease include procedures/routines for:
— handling deviations and claims;
— approval of sub-suppliers;
— the process from receipt and registration of the ordering until delivery has occurred.
Tenderers shall have a good and well-functioning environmental management system.
Documentation requirement: Tenderers shall enclose an account of their environmental management system. This documentation requirement also applies for any sub providers/manufacturers.
If a tenderer is certified in accordance with internationally recognised standards for environmental management, for example ISO 14001 or equivalent, it is sufficient to enclose a copy of the applicable, issued certificate.
