Oslo kommune, The Water and Sewage Authority (VAV) is responsible for the management of waterway facilities connected to the water supply.
VAV is responsible for:
— 32 dams in the water supply
— 12 dams that have been in the water supply or have a cleansing effect in the waterway.
— 29 recreational dams
— 17 abutment dams/barrier dams
— seven transfer tunnels
— three bypass tunnels
With so many waterway facilities, there is continually a need for rehabilitation, re-evaluations, major inspections, flood calculations, dam breach wave calculations and assessments regarding classification.
VAV wants to enter into a four year framework agreement on consultancy services with a consulting company.

Tenderers shall be a legally established company.

Documentation:

— Norwegian companies: Company Registration Certificate;

— Foreign companies: Proof that the company is registered in a trade index or business register as prescribed by the law of the country where the tenderer is established.

Økonomisk og finansiell stilling:

— The tenderer must have the economic capacity to carry out the assignment/framework agreement.

Documentation:

The company's last annual financial statement including notes, the board's annual reports and audit reports, including new information of relevance to the company's accounting figures

and

Credit assessment/rating, not older than three months, and based on the last known accounting figures. The rating shall be carried out by an officially certified credit rating institution.

Teknisk og faglig kapasitet:

— Experience is required with detailed engineering design of dam facilities.

— Experience is required with flood calculations and dam breach wave calculations.

— Experience is required with the inspection of dams, hatches and tunnels and with stability calculations.

— Experience is required with detailed engineering design of hatches.

— Experience is required with the preparation of environmental reports/MOP regarding temporary draining of reservoir.

Documentation:

— A list of the most important deliveries and/or services performed during the past three years, hereunder information about the value, time frame, and the name of the public or private recipients. If the services were for public contracting authorities, this should be documented by certificates issued or confirmed by the authority concerned. If the services were for private contracting authorities, certificates should be issued or confirmed by these. In the absence of this, a declaration from the tenderer will be accepted.

o The tenderer shall have responsible professional who are authorised for engineering design in all specialist fields (from I to V) and in all classifications (from 1 to four) in accordance with the dame safety regulation.

Documentation:

— List of consultants and services executed during the last three years, with value and time frame.

Kontraktutførelse
Utførelsen av tjenesten er forbeholdt et bestemt yrke:

— Responsible professional must be authorised by Norway's Water and Energy Directorate (NVE).

o The tenderer shall have responsible professionals that are approved for engineering design i all subject fields (from I to V) and in all classifications (from one to four) in accordance with the dam safety regulation (PPR-2009-12-18-1600).
