Framework agreement assistance with conferences and events

Norges Vassdrags- og Energidirektorat (NVE) [the Norwegian water resources and energy directorate]

NVE would like to enter into a framework agreement for assistance with major conferences and events. Assistance of a technical character is wanted for the practical implementation of events. This is of the type sound, lighting, stage and video and streaming — see Annex 1 Requirement Specifications for further details. Assistance is also wanted in finding entertainment, as well as consultancy as to how to develop and improve events.
The conference ‘Norway's Energy Days’ is NVE's largest event that is held every year in October. The assistance is primarily wanted for Norway's Energy Days, but it can be used by all of NVE when needed.
NVE would like to join up with a tenderer with strong competence and implementation ability, both on a strategic and operative level, i.e. come up with new thoughts and ideas for the event and assistance with the practical implementation.
The extent can vary from year to year, but as a comparison, NVE procured these types of services for approx. 300 000 NOK + VAT in 2015 and 380 000 NOK + VAT in 2014.

Økonomisk og finansiell stilling:
Tenderers must have the financial capacity to implement the assignment/contract. Documentation requirement: Annual Accounts, including the board's annual report and auditor's statement.
Teknisk og faglig kapasitet:
Tenderers shall have experience from a minimum of 3 contracts that can be compared with Norway's Energy Days as regards the number of participants and event length. See Annex 1 — Requirement Specifications for details on Norway's Energy Days. Documentation requirement: Tenderers must enclose a list of the most important deliveries during the past 5 years (maximum 5 pages), including information concerning value, date and recipient (name, telephone number and e-mail address).

The tenderer shall have the implementation ability and capacity to fulfil the contract. Documentation requirement: An account shall be given of the tenderer's core competence related to the extent of the delivery. Description of how the supplier is organised for the execution of this contract.

A good and well-functioning quality assurance system is required for the services that shall be provided. Documentation requirement: Statement regarding the service provider's quality assurance system/ management system. A concise description of the overall quality assurance system that the service provider will use for this contract or a copy of the system certificate issued by an accredited certification body or equivalent documentation.

Environment. Documentation requirement: A description of how the tenderer takes care of the environment with relevant measures.
