Follow-up research on digital learning in elementary school

Asker kommune (Asker municipality)

During a 2-year period, Asker kommune shall implement a digital effort which amongst other things means that all students and teacher shall receive their own digital device (1:1). Asker has chosen GAFE and Chromebook for fourth — tenth Grade and tablet PCs for grades 1 — 3 years.
We wish to follow the development in the teachers competency and the current teaching practises, assess how this changes with the implementation of digital devices, and see the results after a period of time. For this assessment to be objective and trustworthy, we want the digital project to be monitored by a research environment. We also want the research environment to assist with input and corrections along the way.
The final evaluation shall be available in Autumn 2019.

Requirement: The tenderer shall have the economic capacity to execute the assignment/contract and the company is required to be credit worthy (A).
Documentation: 1. Asker kommune will obtain a rating from Bisnode CreditPro (previously Soliditet Online/Dun & Bradstreet).
2. The company's last Annual Report (including the auditor's assessment), as well as recent information that is relevant for the company's fiscal figures. It is not necessary to enclose the entire financial statements.
If for valid reasons the service provider is unable to submit the documentation as requested by the contracting authority, the service provider may prove the economical and financial standing with any other document that the contracting authority is able to accept.

Requirement:
1. The tenderer is required to have good implementation ability.
2. The tenderer is required to have relevant experience from equivalent assignments.
3. A good and well-functioning quality system is required for the services that will be provided.
Documentation:
1. Capacity: A description of the relevant units the tenderer will use for fulfilment of the contract.
2. List with a brief description of the tenderer's 3 most important, relevant deliveries during the last 3 years (experience with monitoring and research on ICT in the school sector).
Name and contact information of the Contracting Authority's contact person who can confirm this information, must be available on request.
3. An account of the company's quality assurance system/quality management system and any certificates issued by independent bodies.
