Flexible work schedule schemes

The Ministry of Labour and Social Affairs shall enter into a research agreement for the period 2016-2018, in order to map the use, and analyse the effects of different types of flexible work schedule schemes on working life.
The Departments wants to take a closer look at what ‘flexibility in working hours means, what types of schemes can be found and the scope of these. Furthermore, it is desirable to gain more knowledge about how this is distributed across workers/industry, education, age and gender. A central question is also whether the employees want such schemes and if it is correct that technological development has contributed to major ‘freedom’ for the individual employee. Knowledge of advantages and disadvantages of increased use of such schemes will also be relevant. The Department wants to further investigate how the use of flexible working schedule schemes affect the total quantity of working hours, hereunder use of overtime. The objective of the assignment is to gain a clearer picture of and more knowledge about the use, the need for and advantages/disadvantages of using flexible working schedule schemes.

Documentation requirement:

— A certificate, not older than 6 months, which verifies that the tenderer has fulfilled the obligations regarding payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. For further information, see skatteetaten.no The certificate shall be enclosed with the tender in accordance with the outline given in the tender documents.

— Foreign tenderers must submit certificates from authorities equivalent to the Norwegian authorities.

Qualification requirements:

The tenderer must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.

Documentation requirement:

— A credit rating with key figures from a certified credit rating company or other form of documentation to demonstrate that the requirement has been met.

Qualification requirements:

Tenderers must have carried out at least 3 deliveries in the last three years with relevance for this assignment. Relevant contracts means contracts that show review and/or research competence and solid experience with working life related surveys and analyses.

Documentation requirement:

— Reference list of the tenderer's deliveries in the last three years with relevance to this assignment, stating the name of the contracting authority, and, if possible, the value of the assignment and references. What has been delivered and the function the tenderer had in the assignment, must be stated.

Tenderers must have sufficient professional expertise and capacity.

— A description of the tenderer's professional competence and capacity, including a description of the tenderer's organisation, current staffing situation and any collaborating partners.
