Evaluation of ‘Ringer i Vannet’ (Ripples in the Water) — the NHO companies' contribution to increased goal achievement for sub goal 2 in the IA contract

The contracting authority would like to enter into a contract with a service provider for an evaluation of ‘Ringer i Vannet’. ‘Ringer i Vannet’ is a project that was launched by NHO in 2012 in order to contribute to increased goal achievement for sub goal 2 in the IA contract.
The intention of the project is to allow for a closer cooperation between NHO's 21 000 member companies and the branch organisation ‘Attføringsbedriftenes'’ 110 member companies.
In 2014 FAFO was awarded the assignment of mapping the method used for ‘Ringer i Vannet’ and the various actors' experiences so far.
‘Ringer i Vannet’ uses a methodology that supplements NAV's and the initiative organisers' usual market contact. Emphasis shall be put on the contracting authority's needs in the dissemination. The material intervention is the establishment of an assignment as a business consultant in the involved initiative companies and the preparation of a method booklet.
The intention of this work is to get more persons with reduced functionality in work and, besides, to increase the chance of a more stable work relationship.

Paid taxes and duties.
Documentation requirement.
— A certificate, not older than six months, which verifies that the tenderer has fulfilled the obligations regarding payment of taxes, social security contributions and VAT. The certificate can be ordered and obtained from Altinn by using a separate link on skatteetaten.no If this is not possible, it can be ordered from the tax collector or the Norwegian Tax Administration. The certificate is electronically certified and is therefore not signed. Qualification requirements.
The tenderer must have sufficient economic and financial capacity to carry out the delivery, in which, amongst other things, being creditworthy without any requirement for collateral will be adequate.
Documentation requirement.
— A credit rating with key figures from a certified credit rating company or other form of documentation to demonstrate that the requirement has been met.

Qualification requirements.
Tenderers must have carried out at least 1 delivery in the last 5 years with relevance for this assignment. Relevant deliveries means effect evaluations of work orientated measures.
Documentation requirement.
— Reference list of the tenderer's deliveries in the last five years, with relevance for this assignment, stating the name of the contracting authority, and if possible, a value and reference for the assignment. What has been delivered and the function the tenderer had in the assignment, must be stated.
