Background for the procurement.
The Norwegian National Rail Administration does not have a central data source where 1 can obtain all information about the routes that are relevant for the performance of the train. To find out what applies to a route, one must currently look up many different sources in order to obtain all of the necessary information. For example, in one source information can be found about what speeds are on the route, and where the signals are located. In another source, one can find out which rules apply for how 2 trains should drive in to a station, when they should cross each other on the station on the relevant route. And in a third, 1 can find out which parts of the route are prone to landslides. This entails that 1 must look up many sources to obtain all of the information about the route. There is no source from which 1 can obtain all relevant information about a route.
The Norwegian National Rail Administration is becoming more and more digitalised, and in recent years we have gone to procurement of various ICT based traffic systems, for example for ordering of track access, route planning, distribution of information and customer information. For these systems to work optimally, they are dependent on the correct infrastructure information. Currently updating of internal databases in these systems is a manual asynchronous process. This means that the databases have different information since not all are updated simultaneously, and with the same information.
The Norwegian National Rail Administration therefore wants to procure and introduce an ICT system that supports improved work processes for collection, processing, distribution and presentation of route information relevant for train performance. The route information must be made accessible in an effective and appropriate manner for internal and external users, and it is important to ensure that the data distributed is updated and of necessary quality. The deliveries from the project shall deal with route information related to the Norwegian railway network.
