E-Learning Programme on management ethics

Difi invite tenderers to a tender competition for the delivery of an e-learning programme on management ethics. The procurement concerns the development of the e-learning programme, including the development of the educational content.
Management ethics is of common and cross discipline character and contains topics that are relevant for all government organisations. The e-learning programme will be offered to all government organisations, and it will also be available to the municipal sector.
The e-learning programme shall be ready to use by the end of February 2017. The agreement contains an option on updating, further development and facilitating of the programme over a 5-year period.

Egnethet til å utøve yrkesvirksomheten:
Tax and VAT certificate — Requirement: The tenderer must have submitted tax statements and paid tax, payroll tax and VAT. Documentation: Tax and VAT certificate. The certificate must not be more than 6 months old from the deadline for submitting the application. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-providers, tax certificates must be provided for them as well.

Company Registration Certificate — Requirement: Tenderers should be a legally established company. Documentation: Company Registration Certificate or equivalent from the tenderer's home country.
Økonomisk og finansiell stilling:
The tenderer shall have sufficient financial strength to fulfil the contract. Creditworthiness with no requirement for collateral will be sufficient to meet the requirement. Requirement: Tenderers shall enclose a credit rating. The credit report shall be based on the last known accounting figures. This credit report must include a credit rating, (including a credit rating, part judgement and historical rating), and it must be carried out by a publicly certified credit institution. The credit score must not be lower than A (creditworthy) or equivalent if a different form of score is used (numbers). Tenderers with a score lower than A or equivalent (i.e. not credit worthy or credit worthy with security) will not be considered. Recently established Providers shall not have a score lower than AN (worthy of credit, recently established companies) or equivalent if a different form of score is used (assessment of figures). Recently established service providers can present a bank guarantee as proof of credit worthiness.

Teknisk og faglig kapasitet:
Tenderers shall refer to experience from the development of an e-learning programme. Documentation Requirement: The tenderer's 3 most important deliveries during the last 3 years, with a brief description of the assignment, cost frame, contracting authority and time limit for the assignment, the person responsible at the tenderer, the contracting authority's contact person and contact information, if possible with links to the products.

Offered personnel shall have competence in e-learning, including internet educational competence. It is also required to have competence in management ethics, knowledge of management practices and preferably experience as a course conductor/lecturer on management ethics. Documentation Requirement: CV documenting education and professional qualifications relevant to the assignment.
