Development of national reading tests

National tests have been carried out annually since 2004 on approximately 180 000 pupils in the 5, 8 and 9 years. The aim of the tests is to assess and develop pupils' skills in maths, reading and English. All levels from teachers to national authorities use the results from the national tests for quality development of primary and secondary education. The results can in certain cases also be used for research.

The Ministry of Education and Research has given the Directorate of Education responsibility for administering the test system in Norway. The Directorate enters into contracts for assignments for the development of tests with material with professional environments with competence in tests at national centres and university and university college environments.

K 01 Tax certificate — Requirement: Tenderers must have submitted their tax assessments and paid tax and payroll tax. Documented by: Tax certificate. The certificate shall not be older than 6 months from the deadline for receipt of tenders. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-providers, tax certificates must be provided for them as well.

K 02 VAT certificate — Requirement: Tenderers must have submitted their VAT statements and paid VAT. Documented by: VAT certificate. The certificate shall not be older than 6 months from the deadline for receipt of tenders. Any arrears or other irregularities must be justified. If the tenderer is planning to use sub-providers, tax certificates for VAT must be provided for them as well.

K 03 Company Registration Certificate — Requirement: The tenderer must be a legally established company. Documentation: Company Registration Certificate or equivalent from the tenderer's home country.

K 04 Finances — Requirement: Tenderers must have a financial position that allows the contracting authority to co-operate with the tenderer for the entire contract period. Documented by: The company's most recent annual report to Brønnøysund Register Centre and new information of relevance to the company's fiscal figures. Key figures from the accounts for the last 3 years.

Teknisk og faglig kapasitet:

K 05 — Company conditions — Requirement: The tenderer must have good capacity that substantiates that the tenderer can implement the assignment, by, amongst other things, having sufficient personnel. Documented by: General information of the company, including information of number of employees and the organisation structure.

K 06 References — Requirement: The tenderer must have experience with corresponding assignments, in particular assignments to public agencies and/or the education sector. Documented by: A list of relevant projects/assignments the previous 3 years, including information of the scope, value and time period.
