Specification of requirements.
Area planning that takes the avalanche danger into consideration is the most important tool for reducing the risk of human fatalities and damages to buildings in avalanches. The best way to prevent damage is to avoid building in areas exposed to danger.
The danger zone map is the tool that identifies areas exposed to avalanches with a degree of danger (avalanche probability) given in the technical building regulations (TEK10). IT is a prerequisite that the service provider of the prepared avalanche danger map commissioned by NVE (hereafter called the service provider) is well aware of these regulations, in particular § 7-3, which determines the safety requirements for avalanches for different categories of buildings.
This competition is for the preparation and delivery of a danger zone map in accordance with the requirements in TEK10, which show the danger zones for avalanches with a nominal probability of 1/100, 1/1 000 and 1/5 000. The probabilities are for avalanches that are a danger for loss of life and damages to buildings.
Such an avalanche danger map will also be suitable as a tool for stand-by and for planning safety measures, as the avalanche danger zones with a nominal annual probability of 1/100 make it possible to identify the most exposed buildings. It is a prerequisite that the map in each built-up area also shows which type of avalanche is ‘dimensioning’, i.e. which type of avalanche can cause damage.
These requirement specifications have particular requirements regarding the extent of surveys, analyses and calculations, as well as documentation and reporting results.
The preparation of the danger zone map comprises the collection and review of existing basic data in order to identify potential danger areas, thorough field work in order to survey conditions that are significant for triggering avalanches and the range of the areas exposed to avalanches and an assessment of probability and the distance that all relevant types of avalanches can reach. The surveys shall be carried out in a degree of detail that is sufficient to product maps of scale 1:5 000 or better.
The avalanche types rock fall, rock slide 1, snow, slush, earth and flood avalanches are included in the danger zone mapping. The assignment applies to avalanches from natural slopes. The assessment of the stability of man-made slopes (blasted rock sections, excavations, cuttings etc.) is not included.
The assignment involves work in many and partly large areas, with different avalanche processes and a level of detail that is sufficient to prepare danger zone maps in accordance with TEK10. This involves considerable challenges and therefore requires experience that is different from the execution of local stability and avalanche danger surveys.
It is a prerequisite for the contracting authority that the requirement specifications are used for both the preparation of tenders and for the execution of the assignment.
