Access system and self-service system for Drammen library

The Culture Entity at Drammen library shall procure technical equipment for an access system and self-service system for the libraries' premises. A more open library shall be facilitated at the main library. The library would like a tenderer who can offer a whole, future orientated, modern and functional system for automising library services and access control outside ordinary opening hours.
The number of visitors to the library is approx. 420 000 per annum and approx. 270 000 per annum.
A more open library will mean that the library's premises and collections are available to users without personnel being present for the day. The opening times have not yet been decided, but allowances shall be made for library being open 24 hours a day. The user shall be able to identify himself via a library card or in another way at the entrance door. Access to the premises will be decided based on given criteria for access during unmanned opening hours. After the user has identified himself, the entrance door shall open automatically. All persons who enter the library when it is unmanned shall automatically be registered and filmed/photographed. The public area shall be monitored via a camera.
The library's current automatic system for loaning, public searches and returning material is out of date and shall be completely replaced. We would therefore like an offer for a completely new automatic system for checking in and loaning physical material as well as stations for public searches.
Allowances shall be made for the best possible user experience for the library's users as regards availability and self-service for the library's services.
The procurement includes self-service machines for loans and returns, search stations for the public, security gates, access control and video monitoring, shelf readers and a service contract. The products that shall be procured are specified in the price form.
A new library branch shall be opened at Fjell, and the estimate for this is included in the total value of the procurement. The future of the branch at Fjell is currently being discussed politically and it cannot, therefore, be described in detail in this tender.
