The Central Norway Regional Health Authority RHF and its Health Trusts (‘HMN’) invite interested tenderers to participate in the prequalification for the delivery of new ICT support for the Laboratories included in the Specialist Health Service, henceforth referred to as ‘Laboratorieløsning’. (‘LIMS’). The laboratory services in HMN will contribute to further development of the patients' health services. The procurement of a flexible, future-oriented and user-friendly Lab Information Management Software (LIMS) will improve the quality and patient safety, increase the efficiency of work processes and optimize the information flow. This new system will replace several of HMN's existing LIMS. It is desirable that the LIMS will provide significantly better functionality compared to current systems; greater degree of automation, efficiency, electronic collaboration, decision support and improved management information. The procurement entails a LIMS with support and maintenance services thereof. The procurement entails a LIMS with support and maintenance services thereof. The procurement also includes training of users, consultancy services related to e.g. installation(s) and integration interfaces, customization (adjustment and adaptations to systems and functions), configuration and data migration, and other software, materiel or services needed to support the implementation of the LIMS. The procurement is regulated by an agreement for purchase and implementation, as well as a support and maintenance services agreement. The maintenance agreement will be valid from the date of approval of the final delivery. For the estimated scope and for the price evaluation, the scope is based on the value of the procurement agreement and 10 years maintenance agreement subsequent to the final approval of the delivery. The procurement does not include operations management services (‘driftstjenester’). The LIMS must be technologically adaptive over time and enable HMN to take part in the technological development in order to continuously improving the health care services in the region. In order to reduce implementation risk a high degree of solution maturity will be considered favorably. To avoid any doubt, the LIMS should appear as a unified system for HMN (end-users and administrators), but may consist of one or more systems/applications/components. The procurement is divided into two contract areas:

— Medical Biochemistry.
— Clinical Microbiology.
— Clinical Pharmacology.
— Immunology/Immunohematology.
Area 2:
— Medical Genetics, Clinical Genetics.
Functionalities for Medical Genetics, Laboratory Genetics will be included as an option for both areas. The functionalities for Medical Genetics, Laboratory Genetics are to be decided through negotiations, if whether or not they are to be a part of the delivery schedule for area 1 or area 2.
