A parallel framework agreement for training consultants and a framework agreement for arranging courses

Beskrivelse av opsjoner:
The Contracting Authority and contracting party is the Norwegian Government Security and Service Organisation (DSS), c/o the department for ICT (DSS:ICT). It is primarily DSS: ICT that will execute call-offs against the Agreement. The remaing DSS organisation and other activities in the Ministry Fellowship shall have the option to use all or parts of this framework agreement at any time during the contract including an exercised option period and under the same conditions as for the Customer.

Vilkår for deltakelse
Egnethet til å utøve yrkesvirksomheten:
1) Tenderers shall have paid their taxes and fees (Norwegian tenderers only).
Documentation requirement: Tax and VAT certificate, not older than 6 months from the tender deadline.
2) Tenderers must be a legally established company.
Company registration certificate or equivalent documentation that shows that the tenderer is registered in a trade register in the tenderer's home country.
Økonomisk og finansiell stilling:
The service provider shall have sufficient economic and financial capacity to hold and complete courses and/or offer consultants in a scope described in chapter 2 in the qualification documents.
Documentation requirement:
— Annual report, auditor approved annual accounts, auditor's report for the fiscal year 2015 or the most recent available year.
— Credit assessment, with key figures, not older than 12 months, from a certified credit rating agency.
Teknisk og faglig kapasitet:
The service provider shall have relevant experience from corresponding course providing services and/or offer consultants in the approximately same scope as described in chapter 2 in the tender documents.
It is emphasised that if the Service provider shall submit tenders for lots, relevant competence for the relevant lot shall be provided.
Documentation requirement:
A list of relevant assignments (maximum 8) during the last 3 years. Relevant assignments are in this context defined as course providing services and/or training consultants of the same extent as described above.
Tenderers shall document their experience as specified in Annex D.
Each reference case shall include the contracting authority's name. Description must clearly state:
— Description of the delivery.
— The tenderer's role/responsibility.
— Duration of the assignment.
— The assignment's value.
